1 1 SENATE RESOLUTION NO.
1 2 BY GIANNETTO
1 3 A Senate Resolution urging the Congress of the United States
1 4 to authorize interest-free loans to the states and their
1 5 political subdivisions for capital projects.
1 6 WHEREAS, the state of Iowa has consistently
1 7 supported legislation that has been in harmony with
1 8 the needs of the federal government as well as the
1 9 state and local governments; and
1 10 WHEREAS, the necessary and legitimate services
1 11 provided by federal, state, and local governments are
1 12 not being met due to the lack of money; and
1 13 WHEREAS, the American taxpayer is already heavily
1 14 burdened with various taxes; and
1 15 WHEREAS, state agencies and political subdivisions
1 16 of this state have issued bonds from time to time to
1 17 finance capital projects that are necessary to ensure
1 18 the health and welfare of the citizens of the state of
1 19 Iowa; and
1 20 WHEREAS, the state of Iowa recognizes the fact that
1 21 the cost of interest for bonds issued to fund capital
1 22 projects is a great burden on the taxpayers of the
1 23 state of Iowa; NOW THEREFORE,
1 24 BE IT RESOLVED BY THE SENATE, That the Iowa Senate
1 25 requests that the United States Congress borrow money
1 26 and instruct the United States Treasury to issue the
1 27 money as interest-free loans to the states and local
1 28 tax-supported governmental agencies for the purpose of
1 29 funding capital projects and for paying off existing
1 30 debts.
2 1 BE IT FURTHER RESOLVED, That copies of this
2 2 Resolution be sent to the President of the United
2 3 States, the President of the United State Senate, the
2 4 Speaker of the United States House of Representatives,
2 5 and members of Iowa's congressional delegation.
