1 1 Section 1. Article I of the Constitution of the State of
1 2 Iowa is amended by adding the following new section:
1 3 RIGHT TO FREE EDUCATION. Sec. 26. Every child shall have
1 4 a right to a free education.
1 5 It is the duty of the state to provide a system of high-
1 6 quality public education and to guarantee equality of
1 7 educational opportunity. Public education through the
1 8 secondary level shall be free. The state has the
1 9 responsibility to determine the method of financing the system
1 10 of public education.
1 11 There may be such other free education as the general
1 12 assembly provides by law.
1 13 Sec. 2. The foregoing amendment to the Constitution of the
1 14 State of Iowa is referred to the General Assembly to be chosen
1 15 at the next general election for members of the General
1 16 Assembly and the Secretary of State is directed to cause the
1 17 same to be published for three consecutive months previous to
1 18 the date of that election as provided by law.
1 19 EXPLANATION
1 20 This Joint Resolution proposes an amendment to the
1 21 Constitution of the State of Iowa establishing a right to a
1 22 free education for every child. The state has a duty to
1 23 provide high-quality public education, to guarantee
1 24 educational opportunity, and to determine the method of
1 25 financing the system of public education. The Resolution
1 26 provides for such other free education as determined by the
1 27 general assembly. The resolution, if adopted, would be
1 28 referred to the next general assembly for adoption before
1 29 being submitted to the electorate for ratification.
