PAG LIN 1 1 Section 1. NEW SECTION. 147A.14 EMERGENCY MEDICAL CARE 1 2 SYSTEM DEVELOPMENT. 1 3 The department shall develop a statewide emergency medical 1 4 care system which includes but is not limited to all of the 1 5 following: 1 6 1. The categorization of all ambulance, rescue, and first 1 7 response services in the state as to their capacity to provide 1 8 emergency and nonemergency medical care. The categorization 1 9 shall be determined by the department by self-reported 1 10 information provided to the department by ambulance, rescue, 1 11 and first response services in the state. 1 12 2. The development of a system which provides that, based 1 13 upon the reports submitted pursuant to subsection 1, emergency 1 14 medical care services in the state are provided at least on 1 15 the following level: 1 16 a. For cities or counties with a population of three 1 17 thousand five hundred or more, provision of emergency medical 1 18 service by an emergency medical care provider who is an EMT- 1 19 paramedic or EMT-intermediate level provider or above. 1 20 b. For cities or counties with a population of one 1 21 thousand but less than three thousand five hundred, provision 1 22 of emergency medical services by an emergency medical care 1 23 provider who is an EMT-basic level provider or above. 1 24 c. For cities or counties with a population of less than 1 25 one thousand, provision of emergency medical services by an 1 26 emergency medical care provider who is a first-responder level 1 27 provider or above. 1 28 3. The consideration of the capability of the geographic 1 29 area to provide for the level of provider for the population 1 30 specified, and a prohibition that a city or county not be 1 31 required to provide a level of provider which is not available 1 32 in the geographic location of the city or county. 1 33 4. A component which provides for ongoing evaluation of 1 34 the system established and which provides for modification of 1 35 the system due to the availability or lack of availability of 2 1 a certain level of provider. 2 2 EXPLANATION 2 3 This bill directs the Iowa department of public health to 2 4 categorize emergency medical care and providers on a statewide 2 5 basis. The bill provides for development of an emergency 2 6 medical care system which provides for the services of an 2 7 emergency medical care provider of a certain level of 2 8 certification for a certain population size. The bill also 2 9 requires that the system include an evaluation component in 2 10 order to provide for modification of the system to reflect the 2 11 providers actually available to a geographic area. 2 12 LSB 4144XS 76 2 13 pf/jw/5.2
