  1  1    Section 1.  NEW SECTION.  256D.1  CHILD AND FAMILY SUPPORT
  1  2 SERVICES – NEW PROJECTS – GRANTS TO COMMUNITIES – RESOURCES
  1  3 INVESTED FOR SUCCESS TRUST FUND ESTABLISHED.
  1  4    1.  a.  The child development coordinating council
  1  5 established pursuant to section 256A.2 shall develop a grant
  1  6 process for the awarding of grants to agencies, individuals,
  1  7 or school districts to provide services to children and
  1  8 families on a school-district basis primarily for families
  1  9 with children ages zero through five years of age.  The
  1 10 services provided shall include but are not limited to those
  1 11 relating to child abuse prevention, health promotion, school
  1 12 readiness, and prevention of behavioral problems.  The grant
  1 13 program may also provide for development of additional
  1 14 services which include but are not limited to pregnancy
  1 15 prevention, delinquency prevention, foster care avoidance, and
  1 16 school dropout prevention.
  1 17    b.  The council shall develop an inventory of child and
  1 18 family services existing in the state for families with
  1 19 children ages zero through five and for additional services
  1 20 provided for families with children older than five years of
  1 21 age.  The council shall perform a needs assessment of each
  1 22 school district and shall develop a process for awarding of
  1 23 grants based upon the needs identified.
  1 24    c.  An agency, individual, or school district may apply for
  1 25 a grant to provide services, as identified in the needs
  1 26 assessment performed by the council, to children and families
  1 27 within the school district.  The agency, individual, or school
  1 28 district applying for a grant under this section may be
  1 29 awarded an initial amount not to exceed twenty thousand
  1 30 dollars for program planning.
  1 31    2.  The council on human investment shall develop
  1 32 benchmarks for success and an evaluation component to monitor
  1 33 success of the programs, for which grants are approved
  1 34 pursuant to subsection 1, in attaining both short-term and
  1 35 long-term goals.
  2  1    3.  A resources invested for success trust fund is created
  2  2 as a separate fund in the office of the treasurer of state
  2  3 under the control of the child development coordinating
  2  4 council.  The fund shall include an account for existing
  2  5 programs and a grant account to be used for the awarding of
  2  6 grants as provided in subsection 1 and as provided in this
  2  7 subsection.  Beginning July 1, 1997, there is appropriated
  2  8 annually from the general fund of the state to the resources
  2  9 invested for success trust fund for deposit in the existing
  2 10 programs account, sixteen million six hundred thousand dollars
  2 11 to be used for existing programs for children and families.
  2 12 In addition, beginning July 1, 1996, there is appropriated
  2 13 annually from the general fund of the state to the resources
  2 14 invested for success trust fund to be deposited in the grant
  2 15 account the following amounts for the following purposes:
  2 16    a.  For the fiscal year beginning July 1, 1996, and ending
  2 17 June 30, 1997, eight million five hundred thousand dollars.
  2 18 Four million dollars shall be used to expand the Iowa healthy
  2 19 families program established in section 135.106 and the
  2 20 remaining moneys shall be used for the awarding of grants as
  2 21 provided under subsection 1.
  2 22    b.  For the fiscal year beginning July 1, 1997, and ending
  2 23 June 30, 1998, seventeen million dollars to be used for the
  2 24 awarding of grants under subsection 1.
  2 25    c.  For the fiscal year beginning July 1, 1998, and ending
  2 26 June 30, 1999, twenty-five million five hundred thousand
  2 27 dollars to be used for the awarding of grants under subsection
  2 28 1.
  2 29    d.  For the fiscal year beginning July 1, 1999, and ending
  2 30 June 30, 2000, thirty-three million nine hundred thousand
  2 31 dollars to be used for the awarding of grants under subsection
  2 32 1.
  2 33    4.  The child development coordinating council, in
  2 34 consultation with the council on human investment, shall
  2 35 annually evaluate the programs for children and families
  3  1 funded through the expenditure of moneys from the resources
  3  2 invested for success trust fund and shall submit
  3  3 recommendations regarding funding beyond June 30, 2000, to the
  3  4 general assembly on or before December 1, 1999.  
  3  5                           EXPLANATION
  3  6    This bill requires the child development coordinating
  3  7 council to develop a grant process for the awarding of grants
  3  8 to agencies, individuals, or school districts to provide
  3  9 services primarily for families with children from zero to
  3 10 five years of age and for additional programs which address
  3 11 needs of families with children older than five years of age.
  3 12 An agency, individual, or school district may apply for a
  3 13 grant to provide services as identified by a needs assessment
  3 14 performed by the council, to children and families within a
  3 15 school district.  An initial grant of not more than $20,000
  3 16 may be awarded to an applicant for program planning.  The bill
  3 17 directs the council on human investment to develop benchmarks
  3 18 for success and to develop an evaluation component to monitor
  3 19 the success of individual programs.
  3 20    The bill also provides for a standing appropriation to be
  3 21 made annually.  Beginning July 1, 1996, and annually
  3 22 thereafter $16.6 million is to be appropriated to the fund for
  3 23 deposit in the existing program account.  Beginning July 1,
  3 24 1997, and thereafter, varying amounts are to be appropriated
  3 25 to the fund for deposit in the grants account to a resources
  3 26 invested for success (RIS) trust fund.  The fund includes two
  3 27 accounts.  One of the accounts is to include moneys to be used
  3 28 to fund existing programs for children and families and the
  3 29 second account is to include moneys to be used to fund the
  3 30 grant program and additional services.
