1 1 Section 1. Section 331.301, Code Supplement 1995, is
1 2 amended by adding the following new subsection:
1 3 NEW SUBSECTION. 15. a. A county shall not enact or
1 4 enforce an ordinance or resolution which would have the effect
1 5 of controlling the amount of rent charged for leasing private
1 6 residential or commercial property.
1 7 b. This subsection does not impair the right of a county
1 8 to manage and control residential property in which the county
1 9 has a property interest.
1 10 Sec. 2. Section 364.3, Code 1995, is amended by adding the
1 11 following new subsection:
1 12 NEW SUBSECTION. 7. a. A city shall not enact or enforce
1 13 an ordinance or resolution which would have the effect of
1 14 controlling the amount of rent charged for leasing private
1 15 residential or commercial property.
1 16 b. This subsection does not impair the right of a city to
1 17 manage and control residential property in which the city has
1 18 a property interest.
1 19 EXPLANATION
1 20 This bill provides that a county or a city shall not enact
1 21 or enforce an ordinance or resolution which has the effect of
1 22 controlling the amount of rent charged for leasing private
1 23 residential or commercial property.
