PAG LIN 1 1 Section 1. There is appropriated from the general fund of 1 2 the state to the department of agriculture and land 1 3 stewardship, for the fiscal year beginning July 1, 1996, and 1 4 ending June 30, 1997, the following amount, or so much thereof 1 5 as is necessary, to be used for the purpose designated: 1 6 For the creation of an agriculture promotion fund for the 1 7 promotion of agriculture by political subdivisions of this 1 8 state, such as, but not limited to, counties and cites, by 1 9 commodity groups, such as, but not limited to, the Iowa pork 1 10 producers association and the Iowa cattlemens association, and 1 11 by youth-based agricultural organizations, such as, but not 1 12 limited to, the 4H and future farmers of America: 1 13 .................................................. $ 500,000 1 14 A political subdivision of the state, commodity group, or 1 15 youth-based agricultural organization shall not individually 1 16 receive more than $5,000. 1 17 The promotion of agriculture includes, but is not limited 1 18 to, agricultural activities relating to education, 1 19 demonstrations, fairs, parades, celebrations, and marketing. 1 20 The department of agriculture shall establish procedures 1 21 relating to the administration of the agriculture promotion 1 22 fund. Such procedures shall include, but are not limited to, 1 23 issuing forms for applications for grants from the agriculture 1 24 promotion fund. The department of agriculture shall award 1 25 grants based on the effect that the awarding of the grant 1 26 would have on the promotion of agriculture. 1 27 Notwithstanding section 8.33, any unexpended balance in the 1 28 agriculture promotion fund at the end of the fiscal year 1 29 beginning July 1, 1996, and ending June 30, 1997, shall be 1 30 retained in the agriculture promotion fund and used in 1 31 accordance with this section in the subsequent fiscal year. 1 32 EXPLANATION 1 33 This bill appropriates funding in the amount of $500,000 to 1 34 the department of agriculture and land stewardship for the 1 35 creation of an agriculture promotion fund. The agriculture 2 1 promotion fund shall be used to promote agriculture by 2 2 political subdivisions of the state, such as, but not limited 2 3 to, counties and municipalities, by commodity groups, such as, 2 4 but not limited to, the Iowa pork producers association and 2 5 the Iowa cattlemens association, and by youth-based 2 6 agricultural organizations, such as, but not limited to, the 2 7 4H and future farmers of America. A political subdivision of 2 8 the state, commodity group, or youth-based agricultural 2 9 organization shall not individually receive more than $5,000. 2 10 The bill provides that the promotion of agriculture 2 11 includes agricultural activities relating to education, 2 12 demonstrations, fairs, parades, celebrations, and marketing. 2 13 The bill provides that the department of agriculture shall 2 14 award grants from the agriculture promotion fund based on the 2 15 effect that the awarding of the grant would have on the 2 16 promotion of agriculture. 2 17 The moneys in the fund remaining at the end of the 1996- 2 18 1997 fiscal year can be expended in the next fiscal year. 2 19 LSB 3950SS 76 2 20 kah/sc/14
