PAG LIN 1 1 Section 1. NEW SECTION. 13.32 VETERANS ADVOCATE. 1 2 1. APPOINTMENT. The attorney general shall appoint a 1 3 competent attorney to the office of veterans advocate, subject 1 4 to confirmation by the senate, in accordance with section 1 5 2.32. The veterans advocate is to be housed in the office of 1 6 the commission of veterans affairs. The advocate shall be an 1 7 honorably discharged member of the armed forces of the United 1 8 States. The advocate's term of office is for four years. The 1 9 term begins and ends in the same manner as set forth in 1 10 section 69.19. 1 11 2. VACANCY. If a vacancy occurs in the office of veterans 1 12 advocate, the vacancy shall be filled for the unexpired term 1 13 in the same manner as an original appointment under the 1 14 procedures of section 2.32. 1 15 3. POLITICAL ACTIVITY PROHIBITED. The veterans advocate 1 16 shall devote the advocate's entire time to the duties of the 1 17 office; and during the advocate's term of office the advocate 1 18 shall not be a member of a political committee or contribute 1 19 to a political campaign fund other than through the income tax 1 20 checkoff for contributions to the Iowa election campaign fund 1 21 and the presidential election campaign fund or take part in 1 22 political campaigns or be a candidate for a political office. 1 23 4. REMOVAL. The attorney general may remove the veterans 1 24 advocate for malfeasance or nonfeasance in office, or for any 1 25 cause which renders the advocate ineligible for appointment, 1 26 or incapable or unfit to discharge the duties of the 1 27 advocate's office; and the advocate's removal, when so made, 1 28 is final. 1 29 Sec. 2. NEW SECTION. 13.33 DUTIES OF VETERANS ADVOCATE. 1 30 The veterans advocate shall do all of the following: 1 31 1. Assist the commission of veterans affairs created in 1 32 section 35A.2 in the carrying out of its duties. 1 33 2. Assist the veterans of the state in obtaining the 1 34 benefits to which they are entitled. 1 35 3. Assist the veterans of the state in gaining admission 2 1 to the Iowa veterans home in a timely manner. 2 2 4. Provide assistance to the county commissions of 2 3 veterans affairs created in chapter 35B in the carrying out of 2 4 their duties. 2 5 Sec. 3. NEW SECTION. 13.34 FUNDING. 2 6 There is appropriated annually from the general fund of the 2 7 state an amount sufficient to fund the cost of the position of 2 8 veterans advocate and the office of veterans advocate. 2 9 EXPLANATION 2 10 This bill establishes a position of veterans advocate under 2 11 the authority of the attorney general's office. The advocate 2 12 is to be appointed by the attorney general with confirmation 2 13 by the senate. The person selected for the post is to be an 2 14 attorney who has been honorably discharged from the military 2 15 service of the United States and will be housed in the office 2 16 of the state commission of veterans affairs.
