  1  4 1995, is amended by striking the paragraph.  
  1  5                           EXPLANATION
  1  6    This bill eliminates the requirement that out-of-state
  1  7 construction contractors file a surety bond with the depart-
  1  8 ment of employment services before commencing a contract in
  1  9 excess of $5,000 in Iowa.
