PAG LIN 1 1 Section 1. Section 321.285, subsection 6, Code 1995, is 1 2 amended to read as follows: 1 3 6. a. Notwithstanding any other speed restrictions, the 1 4 speed limit for all vehicular traffic onfully controlled-1 5access,divided, multilaned highways including the national 1 6 system of interstate highways designated by the federal 1 7 highway administration and this state,(23 U.S.C. } 103 (e)), 1 8 is sixty-five miles per hour. Notwithstanding any other speed 1 9 restrictions, the speed limit for all vehicular traffic on the 1 10 following primary highways is sixty-five miles per hour: 1 11 highway 18, highway 20, highway 30, highway 34, highway 63, 1 12 highway 71, and highway 169. However, the department or 1 13 cities with the approval of the department may establish a 1 14 lower speed limit uponsuchhighways located within the 1 15 corporate limits of a city. 1 16 b. A minimum speed of forty miles per hour, road 1 17 conditions permitting, is established on fully controlled- 1 18 access, divided, multilaned highways. For the purposes of 1 19 thissubsectionparagraph, a fully controlled-access highway 1 20 is a highway that gives preference to through traffic by 1 21 providing access connections with selected public roads only 1 22 and by prohibiting crossings at grade or direct private 1 23 driveway connections.A minimum speed of forty miles per1 24hour, road conditions permitting, is established on the1 25highways referred to in this subsection.1 26 Sec. 2. EFFECTIVE DATE. This Act, being deemed of 1 27 immediate importance, is effective upon enactment. 1 28 EXPLANATION 1 29 This bill allows vehicular traffic on all multilaned, 1 30 divided highways and on primary highways 18, 20, 30, 34, 63, 1 31 71, and 169 to travel at speeds up to 65 miles per hour. 1 32 LSB 3099SS 76 1 33 js/sc/14.3
