1 1 Section 1. NEW SECTION. 249A.28 MANAGED CARE SERVICES &endash;
1 2 AUDIT.
1 3 Any contract entered into on or after July 1, 1995, by the
1 4 state or an agency of the state to provide managed care
1 5 services under the medical assistance program shall include a
1 6 provision which requires that a performance audit be performed
1 7 prior to the completion date of the contract. The audit shall
1 8 be made by the auditor of the state or by a certified public
1 9 accountant, certified in the state of Iowa. The audit shall
1 10 include but is not limited to an evaluation of the financial
1 11 aspects of the contract as well as an evaluation of consumer
1 12 and provider satisfaction with the contracted services.
1 13 EXPLANATION
1 14 This bill provides for the auditing of any contract entered
1 15 into by the state or an agency of the state on or after July
1 16 1, 1995, which provides for managed care services under the
1 17 medical assistance program. The audit is to be performed
1 18 prior to the completion of the contract and may be performed
1 19 either by the state auditor or an Iowa certified public
1 20 accountant. The audit is to include, at a minimum, an
1 21 evaluation of the financial aspects of the contract and an
1 22 evaluation of consumer and provider satisfaction with the
1 23 contracted services.
