  1  1    Section 1.  Section 299A.8, Code 1995, is amended to read
  1  2 as follows:
  1  3    299A.8  DUAL ENROLLMENT.
  1  4    If Notwithstanding section 299A.1, if a parent, guardian,
  1  5 or legal custodian of a child who is of school age as defined
  1  6 in section 282.1 and who is receiving competent private
  1  7 instruction under this chapter submits a request, the child
  1  8 shall also be registered in a public school for dual
  1  9 enrollment purposes.  If the child is enrolled in a public
  1 10 school district for dual enrollment purposes, the child shall
  1 11 be permitted to participate in any academic activities in the
  1 12 district and shall also be permitted to participate on the
  1 13 same basis as public school children in any extracurricular
  1 14 activities available to children in the child's grade or
  1 15 group, and the parent, guardian, or legal custodian shall not
  1 16 be required to pay the costs of any annual evaluation under
  1 17 this chapter.  If the child is enrolled for dual enrollment
  1 18 purposes, the child shall be included in the public school's
  1 19 basic enrollment under section 257.6.  
  1 20                           EXPLANATION
  1 21    This bill extends the dual enrollment option for children
  1 22 from the ages of compulsory education, which are ages six
  1 23 through 16, to children of school age as defined in section
  1 24 282.1, which includes children who are ages five through 21.
  1 25    Dual enrollment pupils pursuant to chapter 299A are counted
  1 26 as one-tenth of one pupil for enrollment purposes under
  1 27 section 257.6, subsection 1, paragraph "f".
