  1  1    Section 1.  Section 902.2, Code 1995, is amended to read as
  1  2 follows:
  1  3    902.2  RECORD OF CLASS "A" FELON REVIEWED.
  1  4    1.  The board shall interview a class "A" felon within five
  1  5 years of the felon's confinement and regularly thereafter. as
  1  6 follows:
  1  7    a.  An initial interview after confinement for ten years.
  1  8    b.  A second interview after confinement for fifteen years.
  1  9    c.  A third interview after confinement for eighteen years.
  1 10    d.  A fourth interview after confinement for twenty years.
  1 11    e.  Annually, after the fourth interview.
  1 12    2.  If, in the opinion of the board, the person should be
  1 13 considered for release on parole, the board shall recommend to
  1 14 the governor that the person's sentence be commuted to a term
  1 15 of years.  If the person's sentence is so commuted, the person
  1 16 shall be eligible for parole as provided in chapter 906.  
  1 17                           EXPLANATION
  1 18    This bill changes the time frame within which a person who
  1 19 has been sentenced to life imprisonment is to be initially
  1 20 interviewed by the parole board and establishes a schedule for
  1 21 subsequent interviews of the inmate by the board.  Currently,
  1 22 an inmate who is serving a life term is interviewed within
  1 23 five years of confinement and then regularly thereafter.  The
  1 24 bill would require the initial interview to take place after
  1 25 10 years, a second interview after 15 years, a third interview
  1 26 after 18 years, and a fourth interview after 20 years.  After
  1 27 the fourth interview, inmates serving life terms would be
  1 28 interviewed annually.
