1 1 Section 1. Section 56.14, Code 1995, is amended by adding
1 2 the following new unnumbered paragraph:
1 3 NEW UNNUMBERED PARAGRAPH. A person who causes the
1 4 publication of material designed to promote or defeat the
1 5 nomination or election of a candidate for public office or the
1 6 passage of a constitutional amendment or public measure by
1 7 means of an advertisement published on a billboard, in a
1 8 newspaper, on a yard sign, or on radio or television shall,
1 9 prior to the publication of the advertisement, pay in full
1 10 each vendor which produces or is responsible for the
1 11 production of the billboard or newspaper advertisement, the
1 12 yard sign, or the radio or television broadcast.
1 13 EXPLANATION
1 14 This bill adds a new paragraph to section 56.14, which
1 15 requires a person who causes the publication of a political
1 16 advertisement by means of a billboard, newspaper, yard sign,
1 17 or a radio or television broadcast to pay in full each vendor
1 18 who produces or is responsible for the production of the
1 19 advertisement or broadcast. Willful violations of chapter 56
1 20 are a serious misdemeanor. Failure to perform a duty required
1 21 under chapter 56 may cause a person to be subject to action by
1 22 the ethics and campaign disclosure board.
