1 1 Section 1. NEW SECTION. 724.31 GUN SHOW SPONSORS.
1 2 1. A person sponsoring a gun show in this state shall
1 3 notify the department of public safety by restricted certified
1 4 mail not later than fourteen days prior to the first day of
1 5 the show of the location, duration, and hours of operation of
1 6 the gun show. The notice shall include a list of the licensed
1 7 firearms dealers or other persons who will be offering to sell
1 8 or purchase firearms at the show from a booth or other
1 9 fixture. The sponsor shall also provide, at the sponsor's
1 10 expense, for one law enforcement officer to be present and on
1 11 duty at the show if ten or fewer firearms dealers will be
1 12 present at the show and two law enforcement officers to be
1 13 present and on duty at the show if more than ten firearms
1 14 dealers will be present at the show.
1 15 2. The department shall shut down the operation of a gun
1 16 show whose sponsor has not complied with the notification
1 17 requirements of this section and shall suspend the operation
1 18 of a gun show until the sponsor satisfies the law enforcement
1 19 requirements of this section.
1 20 3. This section does not apply to a person who attends a
1 21 gun show for the purpose of selling a personal firearm to or
1 22 purchasing a firearm from a licensed firearms dealer or from
1 23 another person selling or purchasing firearms from a booth or
1 24 other fixture.
1 25 EXPLANATION
1 26 This bill provides that the sponsor of a gun show must
1 27 notify the department of public safety, by restricted
1 28 certified mail, not later than 14 days prior to the gun show
1 29 of the location, duration, and hours of operation of the gun
1 30 show and provide a list of the persons who will be dealing in
1 31 firearms from a booth or similar location at the show. The
1 32 bill also provides that the sponsor must provide, at the
1 33 sponsor's expense, one law enforcement officer on duty at the
1 34 show for the first 10 dealers and two officers if there are
1 35 more than 10 dealers at the show.
2 1 The department shall shut down a gun show if the sponsor
2 2 fails to comply with the notification requirement and shall
2 3 temporarily shut down a gun show until the sponsor complies
2 4 with the law enforcement requirement.
2 5 The bill also makes an exception for persons who attend gun
2 6 shows for the purpose of selling personal firearms to or
2 7 purchasing firearms from licensed dealers or persons operating
2 8 booths at the show.
