  1  1    Section 1.  SENIOR CITIZEN TRANSPORTATION &endash; PILOT PROJECT.
  1  2 The department shall establish a pilot project to provide
  1  3 transportation services which offer special ridership priority
  1  4 to persons aged sixty or older through cooperative agreements
  1  5 with each of the state's area agencies on aging.  The
  1  6 agreements shall be direct service contracts between the
  1  7 department and the area agencies.  The area agencies shall
  1  8 report to the department on a quarterly basis the number of
  1  9 persons aged sixty or older utilizing the service, the number
  1 10 of one-way rides, the destination of each trip, the mode of
  1 11 transportation utilized, donations generated for the service,
  1 12 and all financial expenditures associated with the service.
  1 13    For purposes of this section, an area agency providing
  1 14 transportation exclusively for the benefit of persons who are
  1 15 aged sixty or older either directly or indirectly through
  1 16 service contracts with other private or nonprofit agencies
  1 17 shall be considered a public transit provider.
  1 18    The pilot project shall begin on July 1, 1995, and end on
  1 19 June 30, 1996.
  1 20    Sec. 2.  FUNDING.  Funds for implementation of this pilot
  1 21 project shall not be allocated from public transit assistance
  1 22 funds under section 324A.6, but shall be allocated from other
  1 23 funds available to the state department of transportation.  
  1 24                           EXPLANATION
  1 25    This bill requires the state department of transportation
  1 26 to establish a demonstration project to provide transportation
  1 27 services to offer special ridership priority to persons aged
  1 28 60 or older through cooperative agreements with the state's 13
  1 29 area agencies on aging.  The bill provides that for purposes
  1 30 of the pilot project area agencies on aging are considered to
  1 31 be public transit providers.  The bill states that funds for
  1 32 implementation of the pilot project shall not be allocated
  1 33 from public transit assistance funds under section 324A.6, but
  1 34 from other funds available to the department.
