  1  1          SENATE CONCURRENT RESOLUTION NO.    
  1  2                BY GRONSTAL and BOETTGER
  1  3 A Concurrent Resolution celebrating 140 years of deaf
  1  4    education in Iowa.
  1  5    WHEREAS, in 1855, the state of Iowa purchased a
  1  6 small private school for the deaf in Iowa City and
  1  7 reopened the facility as a public institution
  1  8 providing educational services for deaf and hard-of-
  1  9 hearing children; and
  1 10    WHEREAS, in 1866, the legislature recognized the
  1 11 growth of the institution and a decision was made to
  1 12 relocate the institution to Council Bluffs; and
  1 13    WHEREAS, in 1870, the institution, complete with a
  1 14 central administration building and an industrial
  1 15 facility, was opened in Council Bluffs at a cost of
  1 16 $125,000; and
  1 17    WHEREAS, in 1884, the first official class of the
  1 18 Iowa School for the Deaf graduated; and
  1 19    WHEREAS, in 1932, the Iowa School for the Deaf
  1 20 further recognized the importance of educating deaf
  1 21 children to be productive members of society by
  1 22 extending its school term from 9 to 12 years; and
  1 23    WHEREAS, today, after 140 years, the Iowa School
  1 24 for the Deaf continues to fulfill its educational
  1 25 mission to deaf and hard-of-hearing children by
  1 26 providing them with preschool, elementary, middle
  1 27 school and high school programming; and
  1 28    WHEREAS, the Iowa School for the Deaf is a resource
  1 29 for all Iowans through its service to thousands of
  1 30 deaf and hard-of-hearing students and their families
  2  1 on a direct and outreach basis, through its open-
  2  2 campus policy, and through its service as a valuable
  2  3 asset for community use and involvement in Council
  2  4 Bluffs and throughout southwest Iowa; and
  2  5    WHEREAS, in 1995, the Iowa School for the Deaf is
  2  6 celebrating 140 years of educating and serving the
  2  7 needs of deaf and hard-of-hearing children in Iowa;
  2  8 NOW THEREFORE,
  2  9    BE IT RESOLVED BY THE SENATE, THE HOUSE OF
  2 10 REPRESENTATIVES CONCURRING, That the Iowa General
  2 11 Assembly joins the Iowa School for the Deaf in
  2 12 recognizing and celebrating 140 years of deaf
  2 13 education in Iowa.
  2 14    BE IT FURTHER RESOLVED, That the Iowa General
  2 15 Assembly urges all Iowans to express their support and
  2 16 appreciation to the Iowa School for the Deaf for its
  2 17 outstanding service to the state in educating deaf and
  2 18 hard-of-hearing Iowans.
  2 19    BE IT FURTHER RESOLVED, That a copy of this
  2 20 resolution be presented to Dr. William P. Johnson,
  2 21 superintendent of the Iowa School for the Deaf, on
  2 22 behalf of all the faculty and students at the school,
  2 23 in recognition of 140 years of deaf education in Iowa.
