Within each grade there 3 17 shall be six steps numbered "1" through "6". In the 3 18 above schedule the steps for all grades are determined 3 19 in the following manner. Each numbered block is 3 20 counted as the "1" step for that grade. The next 3 21 higher block is counted as the "2" step; the next 3 22 higher block is the "3" step; the next higher block is 3 23 the "4" step; the next higher block is the "5" step; 3 24 and the next higher block is the "6" step. 3 25 All employees shall be available to work daily 3 26 until completion of the needed work of the central 3 27 legislative staff agencies. The directors of the 3 28 central legislative staff agencies shall schedule all 3 29 employees' working hours to, as far as possible, 3 30 maintain regular working hours. 4 1 All employees, other than those designated "part- 4 2 time" and those on leave without pay, shallgenerally4 3 be compensated for 40 hours of work in a one-week pay 4 4 period. Except for the personnel designated to the 4 5 contrary in this resolution, employees who are 4 6 required to work in excess of 40 hours in a one-week 4 7 pay period shall either be compensated at a rate of 4 8 pay equal to one and one-half times the hourly pay 4 9 provided in this resolution or be allowed compensatory 4 10 time off at a rate of one and one-half hours for each 4 11 hour of overtimeas provided in the personnel4 12guidelines for central legislative staff agencies4 13adopted by the Legislative Council. 4 14 BE IT FURTHER RESOLVED, That, notwithstanding the4 15above salary schedule,the compensation for the 4 16 following agency directors for the period commencing 4 17 January1, 19939, 1995, and ending January10, 19954 18 13, 1997, shall be within the following ranges: 4 19 Computer Support Bureau Director ........ $45,890 to $62,40065,607 4 20 Legislative Fiscal Bureau Director ...... $52,832 to $72,95676,580 4 21 Legislative Service Bureau Director ..... $52,832 to $72,95676,580 4 22 Citizens' Aide/Ombudsman ................ $43,758 to $61,50364,664 4 23 Within the indicated ranges, the exact compensation 4 24 shall be set or adjusted by the Service Committee and 4 25 the Legislative Council. The pay ranges 6 30 of those positions specifically listed on page 3 of 7 1 this resolution shall be automatically adjusted to 7 2 reflect any cost of living increases granted to those 7 3 employees not included in the collective bargaining 7 4 agreements made final under Iowa Code chapter 20 or to 7 5 reflect any increases for agency directors provided by 7 6 the Legislative Council. 7 7 BE IT FURTHER RESOLVED, Thatchanges in pay grades7 8authorized for positions listed in this resolution and7 9authorizations for new central legislative staff7 10agency positionsadjustments in the positions and 7 11 compensation listed in this resolution may be made 7 12 through an annual interim review of all legislative 7 13 employees for internal equity and to assure compliance 7 14 with appropriate legal standards for granting of 7 15 overtime and compensatory time off. Such review shall 7 16 be conducted by a legislative committee made up of 7 17 members of the Service Committee of the Legislative 7 18 Council and the appropriate salary subcommittees of 7 19 the Senate and House. Minimum Wage 11 19 BE IT FURTHER RESOLVED, That there shall be four 11 20 classes of appointments as employees of the central 11 21 legislative staff agencies: 11 22 A "permanent full-time" or "permanent part-time" 11 23 employee is one who is employed year round and 11 24 eligible to receive state benefits. 11 25 An "exempt full-time" employee is one who is 11 26 employed for the period of the session with extensions 11 27 post-session and pre-session as scheduled. This class 11 28 is eligible to receive state benefitsas provided in11 29section 2.40with the cost of benefits to the state to 11 30 be paid by the employee when not on the payroll. 12 1 A "session-only" employee is one who is employed 12 2 for only a portion of the year, usually the 12 3 legislative session. This class is not eligible for 12 4 state benefits, except IPERS, and insurance as 12 5 provided in section 2.40. 12 6 A temporary "part-time" employee is one who is 12 7 employed to work less than 40 hours per week and is 12 8 not employed year round. This class is not eligible 12 9 for state benefits, except IPERS if eligible. 12 10 BE IT FURTHER RESOLVED, That the exact 12 11 classification for individuals in a job series created 12 12 by this resolution shall be set or changed by the 12 13 agency directors subject to the review of the Service 12 14 Committee and approved by the Legislative Council. 12 15 The agency directors shall base the classification 12 16 upon all of the following factors: 12 17 1. The extent of formal education required of the 12 18 position. 12 19 2. The extent of the responsibilities to be 12 20 assigned to the position. 12 21 3. The amount of supervision placed over the 12 22 position. 12 23 4. The number of persons the position is assigned 12 24 to supervise and skill and responsibilities of those 12 25 positions supervised. 12 26 The agency directors shall report the exact 12 27 classifications assigned to each individual to the 12 28 senate and house on the next legislative day, or, if 12 29 such action is during the interim, on the first day 12 30 the senate or house shall convene, and to the Service 13 1 Committee of the Legislative Council. 13 2 Recommendations for a pay grade for a new position 13 3 shall be developed in accordance with the factor 13 4 scores in the comparable worth report. Beginning in 13 519951997, every four years the Senate Rules and 13 6 Administration Committee, the House Administration 13 7 Committee, and the Legislative Council shall review 13 8 all positions in the legislative branch to assure 13 9 conformity to comparable worth. 13 10 BE IT FURTHER RESOLVED, That employees of the 13 11 central legislative staff agencies of the General 13 12 Assembly may be eligible forpromotion within a job13 13series and increases within a pay grade as provided in13 14the personnel guidelines for central legislative staff13 15agencies adopted by the Legislative Council.13 16For promotions between classes with a three or more13 17pay grade difference, the employee shall be given a13 18two-step increase in pay or the employee's salary13 19shall be adjusted to the entry level in the grade of13 20the new position, whichever is greater.either: 13 21 a) increases in salary grade or step based on 13 22 evaluation of their job performance and 13 23 recommendations of their agency directors, subject to 13 24 approval of the service committee and the legislative 13 25 council, provided, however, that for promotions 13 26 between classes with a three or more pay grade 13 27 difference, the employee shall be given a two-step 13 28 increase in pay or the employee's salary shall be 13 29 adjusted to the entry level in the grade of the new 13 30 position, whichever is greater; or 14 1Increases within a pay grade shall be in accord14 2with the following schedule:14 3 b) mobility within pay steps at the discretion of 14 4 the agency director subject to the approval of the 14 5 service committee and the legislative council &endash; in 14 6 accord with the following schedule: 14 7 1. Progression from step "1" to "2" for a newly 14 8 hired employee &endash; six months of actual employment. 14 9 2. Progression from step "1" to "2" following 14 10 promotion within a job series &endash; twelve months of 14 11 actual employment in that position. 14 12 3. Progression from step "2" to "3", and step "3" 14 13 to "4", and step "4" to "5", and step "5" to "6" 14 14 &endash;twelve months of actual employment. 14 15 BE IT FURTHER RESOLVED, That the entrance salary 14 16 for central legislative staff employees of the General 14 17 Assembly shall be at step 1 in the grade of the 14 18 position held. Such employee may be hired above the 14 19 entrance step if possessing outstanding and unusual 14 20 experience for the position, provided that the 14 21 entrance is not beyond step 3. Such employee who is 14 22 hired above the entrance step shall be mobile above 14 23 that step in the same period of time as other 14 24 employees in that same step. An employee who is moved 14 25 to another position may be considered for partial or 14 26 full credit for their experience in the former 14 27 position in determining the step in the new grade. 14 28 The entry level for the position of Analyst shall 14 29 be Legislative Analyst, or Research Analyst, unless 14 30 extraordinary conditions justify increasing that entry 15 1 level; however, that entry level shall not be 15 2 increased beyond Legislative Analyst 1 or Research 15 3 Analyst 1. An Analyst must have shown knowledge of 15 4 legislative rules and procedures as well as the Code 15 5 of Iowa to be considered at any level above a 15 6 Legislative Analyst or Research Analyst. The entry 15 7 level for the position of Legal Counsel shall be Legal 15 8 Counsel unless extraordinary conditions justify 15 9 increasing that entry level; however, that entry level 15 10 shall not be increased beyond Legal Counsel 1. A 15 11 Legal Counsel shall be a person who at a minimum has 15 12 graduated from an accredited school of law. A Legal 15 13 Counsel must have shown knowledge of legislative rules 15 14 and procedures as well as the Code of Iowa to be 15 15 considered at any level above a Legal Counsel. 15 16BE IT FURTHER RESOLVED, That a pay increase for15 17exceptionally meritorious service may be made in15 18accordance with the personnel guidelines for central15 19legislative staff agencies adopted by the Legislative15 20Council.15 21 BE IT FURTHER RESOLVED, That a pay increase for 15 22 employees of one step within the pay grade for the 15 23 position may be made for exceptionally meritorious 15 24 service in addition to step increases provided for in 15 25 this resolution, at the discretion of the employee's 15 26 agency director, and the approval of the service 15 27 committee and the legislative council. Exceptionally 15 28 meritorious service pay increases shall be governed by 15 29 the following: 15 30 a. The employee must have served in the position 16 1 for at least twelve months; 16 2 b. Written justification, setting forth in detail 16 3 the nature of the exceptionally meritorious service 16 4 rendered, must be submitted to the service committee 16 5 and the legislative council and approved in advance of 16 6 granting the pay increase; 16 7 c. No more than one exceptionally meritorious 16 8 service pay increase may be granted in any twelve- 16 9 month period. 16 10 d. Such meritorious service pay increase shall not 16 11 be granted beyond the six-step maximum for that 16 12 position. 16 13 BE IT FURTHER RESOLVED, That each agency director 16 14 shall receive applications for employment, arrange for 16 15 any necessary examinations and contacting of 16 16 references, and make hirings. The agency director 16 17 shall report the names of those hired for the filling 16 18 of any vacancies. 16 19 On the legislative day following the adoption of 16 20 this resolution, the director of each central 16 21 legislative staff agency shall submit to the senate 16 22 and house, and the Service Committee of the 16 23 Legislative Council, and the Legislative Council the 16 24 list of names, titles, classifications, and pay grade 16 25 and step for each employee. TheLegislative Council16 26shall publish thelists shall be published in the 16 27 journals of both houses. 16 28 BE IT FURTHER RESOLVED, That permanent central 16 29 legislative staff employees of the General Assembly 16 30 shall receive those vacation allowances, sick leave, 17 1 health and accident insurance, life insurance, and 17 2 disability income insurance as are provided for full- 17 3 time, permanent state employees, and as provided in 17 4 the personnel guidelines for central legislative staff 17 5 agencies adopted by the Legislative Council. The 17 6 computations shall be maintained by each central 17 7 legislative staff agency and coordinated with the 17 8 department of revenue and finance. 17 9 BE IT FURTHER RESOLVED, That should any central 17 10 legislative staff employee have a grievance concerning 17 11 their compensation, hoursorof work, performance of 17 12 work, or other matter, the grievance shall be resolved 17 13 as provided by procedures determined by the 17 14 Legislative Council pursuant to section 2.42, 17 15 subsection 14, Code19911995, and the personnel 17 16 guidelines for central legislative staff agencies 17 17 adopted by the Legislative Council. 17 18 CS 95; 1/3/95 17 19 db/cc/26
