  1  1    Amend Senate File 2370 as follows:
  1  2    #1.  Page 2, line 29, by inserting after the word
  1  3 "cost-effective." the following:  "In determining the
  1  4 cost-effectiveness of an energy efficiency program,
  1  5 the board shall utilize the societal test, utility
  1  6 cost test, rate-payer impact test, and participant
  1  7 test."
  1  8    #2.  Page 2, by inserting after line 35 the
  1  9 following:
  1 10    "For purposes of this section, "societal test"
  1 11 means an economic test comparing the present value of
  1 12 benefits to the present value of costs, over the
  1 13 useful life of an energy efficiency program from a
  1 14 societal perspective, including the effects of any
  1 15 applicable externalities."
