1 1 Amend Senate File 2370 as follows:
1 2 #1. Page 3, line 9, by inserting after the word
1 3 "persons." the following: "Rate-regulated gas and
1 4 electric utilities shall utilize Iowa agencies and
1 5 Iowa contractors to the maximum extent cost-effective
1 6 in their energy efficiency plans filed with the
1 7 board."
1 8 #2. Page 5, by striking lines 25 through 33 and
1 9 inserting the following: "rates or charges. Except
1 10 for contracts existing as of July 1, 1996, a rate-
1 11 regulated gas or electric public utility or its
1 12 affiliates shall not use vehicles, service tools and
1 13 instruments, or employees, the costs, salaries, or
1 14 benefits of which are recoverable in the regulated
1 15 rates for electric service or gas service to install,
1 16 service, or repair residential or commercial gas or
1 17 electric heating, ventilating, or air conditioning
1 18 systems, or interior lighting systems and fixtures; or
1 19 to sell at retail heating, ventilating, air
1 20 conditioning, or interior lighting equipment. For the
1 21 purpose of this section, "commercial" means a place of
1 22 business primarily used for the storage or sale, at
1 23 wholesale or retail, of goods, wares, services, or
1 24 merchandise. Nothing in this section shall be
1 25 construed to prohibit a rate-regulated gas or electric
1 26 public utility from using its utility vehicles,
1 27 service tools and instruments, and employees to market
1 28 systems, services, and equipment, to light pilots, or
1 29 to eliminate a customer emergency or threat to public
1 30 safety."
