  1  1    Amend Senate File 2449 as follows:
  1  2    #1.  Page 1, lines 3 and 4, by striking the words
  1  3 and figure "paragraph a, Code 1995, is" and inserting
  1  4 the following:  "paragraphs a and d, Code 1995, are".
  1  5    #2.  Page 1, by inserting after line 22 the
  1  6 following:
  1  7    "d.  Notwithstanding the computation of the annual
  1  8 inflation factor under paragraph "a", the annual
  1  9 inflation factor is one hundred percent for any
  1 10 calendar year in which the unobligated state general
  1 11 fund balance on June 30 as certified by the director
  1 12 of the department of management by October 10, is less
  1 13 than sixty million dollars.  Notwithstanding section
  1 14 8.58, in determining the unobligated state general
  1 15 fund balance on June 30, unobligated moneys in the
  1 16 cash reserve fund and Iowa economic emergency fund on
  1 17 June 30 shall be counted as part of the unobligated
  1 18 state general fund balance for purposes of this
  1 19 paragraph."
