  1  1    Amend Senate File 2253 as follows:
  1  2    #1.  Page 1, by inserting after line 11 the
  1  3 following:
  1  4    "Sec.    .  PUBLIC ASSISTANCE ELIGIBILITY WAIVER.
  1  5    1.  For the purposes of this section, unless the
  1  6 context otherwise requires, "public assistance" means
  1  7 assistance for the following purposes paid for in
  1  8 whole or in part by the federal government in
  1  9 combination with the state or a political subdivision
  1 10 of the state:
  1 11    a.  The family investment program under chapter
  1 12 239.
  1 13    b.  The medical assistance program under chapter
  1 14 249A.
  1 15    c.  Child day care funding.
  1 16    2.  The department of human services shall submit
  1 17 waiver requests to the United States department of
  1 18 health and human services for authorization for the
  1 19 state and political subdivisions of the state to apply
  1 20 an additional eligibility provision to public
  1 21 assistance, if existing eligibility provisions require
  1 22 the recipient to have a dependent child.  The
  1 23 eligibility provision shall require that at the time
  1 24 of the dependent child's birth, at least one of the
  1 25 parents of the child was either a citizen or was
  1 26 lawfully present in the United States.  The department
  1 27 shall report to the general assembly by December 15,
  1 28 1996, as to the status of the request or requests.  If
  1 29 implementation of an approved federal waiver would
  1 30 require a change in a state law, the department shall
  1 31 submit a proposal for amending the state law to the
  1 32 governor and the general assembly."
  1 33    #2.  Title page, line 1, by striking the words
  1 34 "county general" and inserting the following:
  1 35 "public".
  1 36    #3.  By renumbering as necessary.
