1 9 fair to all bidders, an individual shall not contract
1 10 with or offer anything of value to another individual
1 11 to place a bid on a parcel as provided in subsection 1
1 12 for the purpose of transferring the certificate of
1 13 purchase to the contractor or offeror if the bid is
1 14 selected to receive the certificate of purchase by the
1 15 random selection process. An individual violating
1 16 this subsection is guilty of a simple misdemeanor. A
1 17 county treasurer may disqualify a repeat offender from
1 18 bidding at a tax sale for three years."
