  1  1    Amend Senate File 2131 as follows:
  1  2    #1.  By striking everything after the enacting
  1  3 clause and inserting the following:
  1  4    "Section 1.  Section 384.20, Code 1995, is amended
  1  5 by adding the following new unnumbered paragraph:
  1  6    NEW UNNUMBERED PARAGRAPH.  Continuing appropriation
  1  7 means the unexpended portion of the cost of public
  1  8 improvements, as defined in section 384.95, which cost
  1  9 was adopted through a public hearing pursuant to
  1 10 section 384.102 and was included in an adopted or
  1 11 amended budget of a city.  A continuing appropriation
  1 12 does not expire at the conclusion of a fiscal year.  A
  1 13 continuing appropriation continues until the public
  1 14 improvement is completed, but expenditures under the
  1 15 continuing appropriation shall not exceed the
  1 16 resources available for paying for the public
  1 17 improvement."
  1 18    #2.  Title page, lines 1 and 2, by striking the
  1 19 words "capital projects and major equipment" and
  1 20 inserting the following:  "public improvements".
