Notwithstanding 1994 Iowa Acts, chapter 5 2 1193, section 2, subsection 2, funds appropriated and 5 3 allocated to the merged areas pursuant to 1994 Iowa 5 4 Acts, chapter 1193, section 2, for the fiscal year 5 5 beginning July 1, 1994, and ending June 30, 1995, 5 6 pursuant to section 8.53, unnumbered paragraph 1, 5 7 shall be paid to the merged areas by June 30, 1995. 5 8 Sec. 3. The general assembly strongly encourages 5 9 an area education agency which received funds in the 5 10 fiscal year beginning July 1, 1994, and ending June 5 11 30, 1995, for purposes of establishing a character 5 12 education pilot program, to reallocate and expend, in 5 13 the fiscal year beginning July 1, 1995, and ending 5 14 June 30, 1996, $45,300 from the amount paid to the 5 15 agency for educational services under section 257.35, 5 16 for purposes of continuing the progress made under the 5 17 character education pilot program. 5 18 Sec. 4. The department of education shall conduct 5 19 a study of funding for community colleges, and shall 5 20 make specific recommendations on the elimination of 5 21 chapter 260D and for alternatives to present community 5 22 college funding including, but not limited to, a plan 5 23 for distribution of funds to community colleges. The 5 24 department shall submit a report of its findings and 5 25 recommendations to the general assembly by January 1, 5 26 1996. 5 27 COLLEGE STUDENT AID COMMISSION 5 28 Sec. 5. There is appropriated from the general 5 29 fund of the state to the college student aid 5 30 commission for the fiscal year beginning July 1, 1995, 5 31 and ending June 30, 1996, the following amounts, or so 5 32 much thereof as may be necessary, to be used for the 5 33 purposes designated: 5 34 1. For the university of osteopathic medicine and 5 48 health sciences for an initiative in primary health 5 49 care to direct primary care physicians to shortage 5 50 areas in the state: 6 1 .................................................. $ 395,000 6 2 The moneys appropriated in this lettered paragraph 6 3 shall be used as follows: 6 4 (1) To reduce student loan debt for primary care 6 5 physicians in an amount not to exceed $30,000 per 6 6 student for a four-year period of medical service in 6 7 medically underserved areas of the state. 6 8 (2) For tuition scholarships for students 6 9 attending the university of osteopathic medicine and 6 10 health sciences who agree to practice primary care 6 11 medicine in medically under-served areas of the state. 6 12 The student shall practice in the state two years for 6 13 every year of tuition. A person receiving funds under 6 14 this subparagraph shall not be eligible for funds 6 15 under subparagraph (1). 6 16 (3) For general administration costs of the 6 17 university for the primary care initiative, the 6 18 university shall expend an amount not to exceed 6 19 $50,000. 6 20 The university of osteopathic medicine and health 6 21 sciences shall report quarterly to the legislative 6 22 fiscal bureau concerning the expenditure of funds used 6 23 pursuant to subparagraphs (1), (2), and (3) of this 6 24 lettered paragraph. The university shall also submit 6 25 the annual audit of the university to the legislative 6 26 fiscal bureau within six months following the year 6 27 being audited. The college student aid commission 6 28 shall not provide moneys for subparagraphs (1) and (2) 6 29 of this lettered paragraph until the university has 6 30 signed and submitted contracts for the use of these 6 31 moneys for reduction of student loan debt and tuition 6 32 scholarships. Funds for subparagraph (3) of this 6 33 lettered paragraph shall be provided quarterly to the 6 34 university. Notwithstanding section 8.33, the funds 6 35 for this lettered paragraph shall not revert to the 6 36 general fund but be available for expenditure the 6 37 following fiscal year for purposes of subparagraphs 6 38 (1) and (2). 6 39 3. For 8 43 the purpose of this lettered paragraph, an abortion is 8 44 the purposeful interruption of pregnancy with the 8 45 intention other than to produce a live-born infant or 8 46 to remove a dead fetus, and a medically necessary 8 47 abortion is one performed under one of the following 8 48 conditions: 8 49 (1) The attending physician certifies that 8 50 continuing the pregnancy would endanger the life of 9 1 the pregnant woman. 9 2 (2) The attending physician certifies that the 9 3 fetus is physically deformed, mentally deficient, or 9 4 afflicted with a congenital illness. 9 5 (3) The pregnancy is the result of a rape which is 9 6 reported within 45 days of the incident to a law 9 7 enforcement agency or public or private health agency 9 8 which may include a family physician. 9 9 (4) The pregnancy is the result of incest which is 9 10 reported within 150 days of the incident to a law 9 11 enforcement agency or public or private health agency 9 12 which may include a family physician. 9 13 (5) The abortion is a spontaneous abortion, 9 14 commonly known as a miscarriage, wherein not all of 9 15 the products of conception are expelled. 9 16 The total quota allocated to the counties for 9 17 indigent patients for the fiscal year beginning July 9 18 1, 1995, shall not be lower than the total quota 9 19 allocated to the counties for the fiscal year 9 20 commencing July 1, 1994. The total quota shall be 9 21 allocated among the counties on the basis of the 1990 9 22 census pursuant to section 255.16. 9 23 d. FTEs 5.00 10 47 (1) Of the moneys appropriated in this lettered 10 48 paragraph, for the fiscal year beginning July 1, 1995, 10 49 and ending June 30, 1996, the appropriation of the sum 10 50 of $326,347 is contingent upon the announcement by the 11 1 United States department of transportation of the 11 2 selection of the contractor for the national advanced 11 3 driving simulator system development. 11 4 (2) If the contingency in subparagraph (1) is met 11 5 it is the intent of the general assembly that of the 11 6 moneys appropriated in this lettered paragraph,the 11 7 state university of Iowa shall expend $350,000, for 11 8 the fiscal year beginning July 1, 1995, and ending 11 9 June 30, 1996, for planning and architectural services 11 10 related to the construction of the facility to house 11 11 the national advanced driving simulator to be located 11 12 at the Oakdale research park. It is further the 11 13 intent of the general assembly to provide funding in 11 14 fiscal years beginning July 1, 1996, and July 1, 1997, 11 15 in the total amount of $5.35 million for the 11 16 construction of the facility to house the national 11 17 advanced driving simulator to match federal funds 11 18 provided for the project. Funds provided for the 11 19 construction of the facility to house the national 11 20 advanced driving simulator in fiscal years beginning 11 21 July 1, 1996, and July 1, 1997, shall only be expended 11 22 upon receiving notification from the national highway 11 23 traffic safety administration that the United States 11 24 congress has authorized the construction of the 11 25 national advanced driving simulator, that federal 11 26 funds have been appropriated to begin construction, 11 27 and that delivery of the motion base, graphics system, 11 28 and integrating software will take place in 11 29 substantial compliance with the United States 11 30 department of transportation's acquisition schedule as 11 31 set forth in the cooperative agreement between the 11 32 state university of Iowa and the national highway 11 33 traffic safety administration. 11 34 3. IOWA STATE UNIVERSITY OF SCIENCE AND TECHNOLOGY 11 35 a. For the fiscal year beginning July 1, 13 24 1995, and ending June 30, 1996, the state board of 13 25 regents may use notes, bonds, or other evidences of 13 26 indebtedness issued under section 262.48 to finance 13 27 projects that will result in energy cost savings in an 13 28 amount that will cause the state board to recover the 13 29 cost of the projects within an average of six years. 13 30 Sec. 10. MEDICAL ASSISTANCE &endash; SUPPLEMENTAL 13 31 AMOUNTS. 13 32 For the fiscal year beginning July 1, 1995, and 13 33 ending June 30, 1996, the department of human services 13 34 shall continue the supplemental disproportionate share 13 35 and a supplemental indirect medical education 13 36 adjustment applicable to state-owned acute care 13 37 hospitals with more than 500 beds and shall reimburse 13 38 qualifying hospitals pursuant to that adjustment with 13 39 a supplemental amount for services provided medical 13 40 assistance recipients. The adjustment shall generate 13 41 supplemental payments intended to equal the state 13 42 appropriation made to a qualifying hospital for 13 43 treatment of indigent patients as provided in chapter 13 44 255. To the extent of the supplemental payments, a 13 45 qualifying hospital shall, after receipt of the funds, 13 46 transfer to the department of human services an amount 13 47 equal to the actual supplemental payments that were 13 48 made in that month. The aggregate amounts for the 13 49 fiscal year shall not exceed the state appropriation 13 50 made to the qualifying hospital for treatment of 14 1 indigent patients as provided in chapter 255. The 14 2 department of human services shall deposit the portion 14 3 of these funds equal to the state share in the 14 4 department's medical assistance account and the 14 5 balance shall be credited to the general fund of the 14 6 state. To the extent that state funds appropriated to 14 7 a qualifying hospital for the treatment of indigent 14 8 patients as provided in chapter 255 have been 14 9 transferred to the department of human services as a 14 10 result of these supplemental payments made to the 14 11 qualifying hospital, the department shall not, 14 12 directly or indirectly, recoup the supplemental 14 13 payments made to a qualifying hospital for any reason, 14 14 unless an equivalent amount of the funds transferred 14 15 to the department of human services by a qualifying 14 16 hospital pursuant to this provision is transferred to 14 17 the qualifying hospital by the department. 14 18 If the state supplemental amount allotted to the 14 19 state of Iowa for the federal fiscal year beginning 14 20 October 1, 1995, and ending September 30, 1996, 14 21 pursuant to section 1923 (f)(3) of the federal Social 14 22 Security Act, as amended, or pursuant to federal 14 23 payments for indirect medical education is greater 14 24 than the amount necessary to fund the federal share of 14 25 the supplemental payments specified in the preceding 14 26 paragraph, the department of human services shall 14 27 increase the supplemental disproportionate share or 14 28 supplemental indirect medical education adjustment by 14 29 the lesser of the amount necessary to utilize fully 14 30 the state supplemental amount or the amount of state 14 31 funds appropriated to the state university of Iowa 14 32 general education fund and allocated to the university 14 33 for the college of medicine. The state university of 14 34 Iowa shall transfer from the allocation for the 14 35 college of medicine to the department of human 14 36 services, on a monthly basis, an amount equal to the 14 37 additional supplemental payments made during the 14 38 previous month pursuant to this paragraph. A 14 39 qualifying hospital receiving supplemental payments 14 40 pursuant to this paragraph that are greater than the 14 41 state appropriation made to the qualifying hospital 14 42 for treatment of indigent patients as provided in 14 43 chapter 255 shall be obligated as a condition of its 14 44 participation in the medical assistance program to 14 45 transfer to the state university of Iowa general 14 46 education fund on a monthly basis an amount equal to 14 47 the funds transferred by the state university of Iowa 14 48 to the department of human services. To the extent 14 49 that state funds appropriated to the state university 14 50 of Iowa and allocated to the college of medicine have 15 1 been transferred to the department of human services 15 2 as a result of these supplemental payments made to the 15 3 qualifying hospital, the department shall not, 15 4 directly or indirectly, recoup these supplemental 15 5 payments made to a qualifying hospital for any reason, 15 6 unless an equivalent amount of the funds transferred 15 7 to the department of human services by the state 15 8 university of Iowa pursuant to this paragraph is 15 9 transferred to the qualifying hospital by the 15 10 department. 15 11 Continuation of the supplemental disproportionate 15 12 share and supplemental indirect medical education 15 13 adjustment shall preserve the funds available to the 15 14 university hospital for medical and surgical treatment 15 15 of indigent patients as provided in chapter 255 and to 15 16 the state university of Iowa for educational purposes 15 17 at the same level as provided by the state funds 15 18 initially appropriated for that purpose. 15 19 The department of human services shall, in any 15 20 compilation of data or other report distributed to the 15 21 public concerning payments to providers under the 15 22 medical assistance program, set forth reimbursements 15 23 to a qualifying hospital through the supplemental 15 24 disproportionate share and supplemental indirect 15 25 medical education adjustment as a separate item and 15 26 shall not include such payments in the amounts 15 27 otherwise reported as the reimbursement to a 15 28 qualifying hospital for services to medical assistance 15 29 recipients. 15 30 For purposes of this section, "supplemental 15 31 payment" means a supplemental payment amount paid for 15 32 medical assistance to a hospital qualifying for that 15 33 payment under this section. 15 34 DEPARTMENT OF CULTURAL AFFAIRS 15 35 Sec. 11. Notwithstanding section 8.33, funds 16 30 appropriated in 1993 Iowa Acts, chapter 180, section 16 31 64, remaining unencumbered or unobligated on June 30, 16 32 1995, shall not revert to the general fund of the 16 33 state but are appropriated to and shall be available 16 34 for expenditure by the department of education for the 16 35 fiscal year beginning July 1, 1995, and ending June 16 36 30, 1996, and of those funds remaining, $250,000 shall 16 37 be expended for purposes of the career pathways 16 38 program in addition to any other funds provided for 16 39 the career pathways program under this Act. 16 40 Sec. 13. Notwithstanding section 8.33, funds 16 41 appropriated in 1994 Iowa Acts, chapter 1193, section 16 42 14, remaining unencumbered or unobligated on June 30, 16 43 1995, shall not revert to the general fund of the 16 44 state but shall be available for purposes of the Iowa 16 45 grant program, in addition to funds appropriated in 16 46 section 5, subsection 3, of this Act, with funds to be 16 47 distributed pursuant to section 261.93A. 16 48 Sec. 14. Notwithstanding section 8.33, funds 16 49 appropriated in 1994 Iowa Acts, chapter 1199, section 16 50 35, remaining unencumbered or unobligated on June 30, 17 1 1995, shall not revert to the general fund of the 17 2 state but shall be appropriated and available to the 17 3 historical division of the department of cultural 17 4 affairs for purposes of contracting with the national 17 5 park service to complete a reconnaissance study of 17 6 blood run national historic landmark in Lyon county to 17 7 determine the feasibility of incorporating the 17 8 landmark into the national park system. 17 9 Sec. 15. Notwithstanding section 257B.1A, 17 10 subsection 4, and 1994 Iowa Acts, chapter 1193, 17 11 section 15, for the fiscal year beginning July 1, 17 12 1994, and ending June 30, 1995, the remaining portion 17 13 of the interest earned on the permanent school fund 17 14 shall, after transfers are made pursuant to section 17 15 257B.1A, subsections 2 and 3, be deposited in the 17 16 interest for Iowa schools fund established under this 17 17 Act. 17 18 Sec. 16. There is appropriated from the 17 19 scholarship and tuition grant reserve fund to the 17 20 college student aid commission for the fiscal year 17 21 beginning July 1, 1995, and ending June 30, 1996, the 17 22 amount of $160,000, or the unobligated and 17 23 unencumbered moneys transferred by August 31, 1995, to 17 24 the fund at the close of the 1994-1995 fiscal year, 17 25 whichever amount is greater, for purposes of the work- 17 26 study program, in addition to funds appropriated in 17 27 section 261.85. 17 28 Sec. 17. Funds appropriated for state scholarships 17 29 pursuant to section 261.25, subsection 2, for the 17 30 fiscal year beginning July 1, 1995, and ending June 17 31 30, 1996, shall be used in their entirety to fund 17 32 scholarships to eligible students, and the college 17 33 student aid commission shall not place an across-the- 17 34 board ceiling on the amount distributed under the 17 35 state scholarship program. 17 36 Sec. 18. Section 257B.1, subsection 5, Code 1995, 17 37 is amended by striking the subsection. 17 38 Sec. 19. Section 257B.1A, Code 1995, is amended by 17 39 striking the section and inserting in lieu thereof the 17 40 following: 17 41 257B.1A TRANSFER OF INTEREST. 17 42 1. The interest for Iowa schools fund is 17 43 established in the office of treasurer of state. The 17 44 department of revenue and finance shall deposit 17 45 interest earned on the permanent school fund in the 17 46 interest for Iowa schools fund. Moneys in the 17 47 interest for Iowa schools fund shall be transferred or 17 48 allocated only for school purposes as provided in this 17 49 section. 17 50 2. For a transfer of moneys from the interest for 18 1 Iowa schools fund to the first in the nation in 18 2 education foundation, prior to July 1, October 1, 18 3 January 1, and March 1 of each year, the governing 18 4 board of the first in the nation in education 18 5 foundation established in section 257A.2 shall certify 18 6 to the treasurer of state the cumulative total value 18 7 of contributions received under section 257A.7 for 18 8 deposit in the first in the nation in education fund 18 9 and for the use of the foundation. The cumulative 18 10 total value of contributions received includes the 18 11 value of the amount deposited in the national center 18 12 endowment fund established in section 263.8A in excess 18 13 of eight hundred seventy-five thousand dollars. The 18 14 value of in-kind contributions shall be based upon the 18 15 fair market value of the contribution determined for 18 16 income tax purposes. 18 17 The portion of the interest in Iowa schools fund 18 18 that is equal to the cumulative total value of 18 19 contributions, less the portion of the interest in 18 20 Iowa schools fund dedicated to the national center for 18 21 gifted and talented education, is dedicated to the 18 22 first in the nation in education foundation for that 18 23 year. The interest earned on this dedicated amount 18 24 shall be transferred by the treasurer of state to the 18 25 credit of the first in the nation in education 18 26 foundation. 18 27 3. For a transfer of moneys from the interest in 18 28 Iowa schools fund to the national center endowment 18 29 fund established in section 263.8A, prior to July 1, 18 30 October 1, January 1, and March 1 of each year, the 18 31 state university of Iowa shall certify to the 18 32 treasurer of state the cumulative total value of 18 33 contributions received and deposited in the national 18 34 center endowment fund. Within fifteen days following 18 35 certification by the state university of Iowa, the 18 36 treasurer of state shall transfer from the interest in 18 37 Iowa schools fund to the national center an amount 18 38 equal to one-half the cumulative total value of the 18 39 contributions deposited in the national center 18 40 endowment fund, not to exceed eight hundred seventy- 18 41 five thousand dollars. 18 42 Sec. 20. NEW SECTION. 260C.24 PAYMENT OF 18 43 APPROPRIATION. 18 44 Payment of appropriations for distribution under 18 45 this chapter or of appropriations made in lieu of such 18 46 appropriations, shall be made by the department of 18 47 revenue and finance in monthly installments due on or 18 48 about the fifteenth of each month of a budget year, 18 49 and installments shall be as nearly equal as possible, 18 50 as determined by the department of revenue and 19 1 finance, taking into consideration the relative budget 19 2 and cash position of the state resources. 19 3 Sec. 21. NEW SECTION. 260C.29 CAREER OPPORTUNITY 19 4 PROGRAM &endash; MISSION. 19 5 1. The mission of the career opportunity program 19 6 established in this section is to encourage 19 7 collaborative efforts by a community college, the 19 8 institutions under the control of the state board of 19 9 regents, and business and industry to enhance the 19 10 educational opportunities and provide for job creation 19 11 and career advancement for Iowa's minority persons by 19 12 providing assistance to minority persons who major in 19 13 fields or subject areas where minorities are currently 19 14 underrepresented or underutilized. 19 15 2. A career opportunity program is established to 19 16 be administered by the community college located in a 19 17 county with a population in excess of three hundred 19 18 thousand. The community college shall provide office 19 19 space for the efficient operation of the program. The 19 20 community college shall employ a director for the 19 21 program. The director of the program shall employ 19 22 necessary support staff. The director and staff shall 19 23 be employees of the community college. 19 24 3. The director of the program shall do the 19 25 following: 19 26 a. Direct the coordination of the program between 19 27 the community college and the institutions of higher 19 28 education under the control of the state board of 19 29 regents. 19 30 b. Propose rules to the state board of education 19 31 as necessary to implement the program. 19 32 c. Recruit minority persons into the program. 19 33 d. Enlist the assistance and cooperation of 19 34 leaders from business and industry to provide job 19 35 placement services for students who are successfully 19 36 completing the program. 19 37 e. Prepare and submit an annual report to the 19 38 governor and the general assembly by January 15. 19 39 4. To be eligible for the program, a minority 19 40 person shall be a resident of Iowa who is accepted for 19 41 admission at or attends a community college or an 19 42 institution of higher education under the control of 19 43 the state board of regents. In addition, the person 19 44 shall major in or achieve credit toward an associate 19 45 degree, a bachelor's degree, or a master's degree in a 19 46 field or subject area where minorities are 19 47 underrepresented or underutilized. 19 48 5. The amount of assistance provided to a student 19 49 under this section shall not exceed the cost of 19 50 tuition, fees, and books required for the program in 20 1 which the student is enrolled and attends. As used in 20 2 this section, "books" may include book substitutes, 20 3 including reusable workbooks, loose-leaf or bound 20 4 manuals, and computer software materials used as book 20 5 substitutes. A student who meets the qualifications 20 6 of this section shall receive assistance under this 20 7 section for not more than the equivalent of two full 20 8 years of study. 20 9 6. For purposes of this section, "minority person" 20 10 means a person who is Black, Hispanic, Asian, or a 20 11 Pacific Islander, American Indian, or an Alaskan 20 12 native American. 20 13 Sec. 22. Section 260D.14A, unnumbered paragraphs 1 20 14 and 5, Code 1995, are amended to read as follows: 20 15 The department of education shall provide for the 20 16 establishment of a community college excellence 2000 20 17 account in the office of the treasurer of state for 20 18 deposit of moneys appropriated to the account for 20 19 purposes of funding quality instructional centers and 20 20 program and administrative sharing agreements under 20 21 sections 260C.45 and 260C.46. There is appropriated 20 22 from the general fund of the state to the department 20 23 of education for the fiscal year beginning July 1, 20 2419951997, an amount equal to two and five-tenths 20 25 percent of the total state general aid generated for 20 26 all community colleges during the budget year under 20 27 this chapter for deposit in the community college 20 28 excellence 2000 account. In the next succeeding two 20 29 fiscal years, the percent multiplier shall be 20 30 increased in equal increments until the multiplier 20 31 reaches seven and one-half percent of the total state 20 32 general aid generated for all community colleges 20 33 during the budget year. 20 34 It is the intent of the general assembly that the 20 35 general assembly enact legislation by July 1,199520 36 1997, that will increase the maximum percent 20 37 multiplier established in this section from seven and 20 38 five-tenths percent to ten percent. 20 39 Sec. 23. Section 261.12, subsection 1, paragraph 20 40 b, Code 1995, is amended to read as follows: 20 41 b. For the fiscal year beginning July 1,198920 42 1995, and for each following fiscal year, two thousand 20 43sixnine hundredfiftydollars. 20 44 Sec. 24. Section 261.25, subsection 1, Code 1995, 20 45 is amended to read as follows: 20 46 1. There is appropriated from the general fund of 20 47 the state to the commission for each fiscal year the 20 48 sum ofthirty-twothirty-five millionfoursix hundred 20 49twenty-twosixty-four thousandthreeseven hundred 20 50sixty-twofifty dollars for tuition grants. 21 1 Sec. 25. Section 261.85, unnumbered paragraph 1, 21 2 Code 1995, is amended to read as follows: 21 3 There is appropriated from the general fund of the 21 4 state to the commission for each fiscal year the sum 21 5 of two millioneightnine hundredninety-eightfifty 21 6 thousandeight hundred fortydollars for the work- 21 7 study program. 21 8 Sec. 26. Section 294A.25, subsection 8, Code 1995, 21 9 is amended to read as follows: 21 10 8. For the fiscal year beginning July 1,199421 11 1995, to the department of education from phase III 21 12 moneys the amount of one million two hundred fifty 21 13 thousand dollars for support for the operations of the 21 14 new Iowa schools development corporation and for 21 15 school transformation design and implementation 21 16 projects administered by the corporation. Of the 21 17 amount provided in this subsection, one hundred fifty 21 18 thousand dollars shall be used for the school and 21 19 community planning initiative. 21 20 Sec. 27. Section 303.3, subsection 3, Code 1995, 21 21 is amended to read as follows: 21 22 3. Notwithstanding section 8.33, moneys committed 21 23 to grantees under contract that remain unexpended on 21 24 June 30 of any fiscal year shall not revert but shall 21 25 be available for expenditure for purposes of the 21 26contractprogram until June 30 of the succeeding 21 27 fiscal year. 21 28 Sec. 28. FUNDS TRANSFERRED. 21 29 1. For the fiscal year beginning July 1, 1995, and 21 30 ending June 30, 1996, the amount of $150,000 is to be 21 31 paid to the department of education from additional 21 32 funds transferred from phase I to phase III for 21 33 development of a K-12 and community college management 21 34 information system. Notwithstanding section 294A.20, 21 35 if the additional funds transferred from phase I to 21 36 phase III are insufficient for purposes of the 21 37 appropriation provided under this subsection, moneys 21 38 allocated to phase III, which would otherwise revert 21 39 to the general fund under section 294A.20, shall be 21 40 transferred to the department in an amount sufficient 21 41 to fully fund the appropriation made under this 21 42 subsection. The department shall submit a report to 21 43 the legislative fiscal bureau by January 1, 1996, 21 44 describing the specific expenditure of funds 21 45 appropriated by the general assembly for purposes of 21 46 the management information system; the estimated time 21 47 of completion of the system; the department's 21 48 accomplishments under the system; and any 21 49 recommendations for future system funding needs. 21 50 2. For the fiscal year beginning July 1, 1995, and 22 1 ending June 30, 1996, up to $50,000 from additional 22 2 funds transferred from phase I to phase III is to be 22 3 paid to the department of education for support of the 22 4 Iowa mathematics and science coalition. If funds 22 5 available from the specified sources are insufficient 22 6 to fully fund the appropriation, the amount 22 7 appropriated to the department under this subsection 22 8 shall be reduced to an amount equal to the available 22 9 funds. 22 10 Sec. 29. Section 261.52A, Code 1995, is repealed. 22 11 Sec. 30. 1994 Iowa Acts, chapter 1193, section 15, 22 12 is repealed. 22 13 Sec. 31.
