PAG LIN 1 1 Amend the House amendment, S-3572, to Senate File 1 2 475, as passed by the Senate, as follows: 1 3 #1. Page 1, by inserting after line 4 the 1 4 following: 1 5 "# . Page 3, by inserting after line 1 the 1 6 following: 1 7 Sec. . Section 8.21, Code 1995, is amended by 1 8 adding the following new unnumbered paragraph: 1 9 NEW UNNUMBERED PARAGRAPH. Unless a collective 1 10 bargaining agreement, as referred to in section 20.17, 1 11 subsection 10, between a state public employer and the 1 12 state employee organization which represents the 1 13 largest number of state employees, providing for 1 14 salary adjustment for the ensuing fiscal year is being 1 15 negotiated at the time required for transmission of 1 16 the governor's budget, the portion of the governor's 1 17 budget for the ensuing fiscal year which provides the 1 18 details of recommended appropriations and a draft 1 19 appropriation bill for adjustment of state employee 1 20 salaries shall be submitted to the general assembly on 1 21 or before March 1 of the legislative session. If a 1 22 collective bargaining agreement, as referred to in 1 23 section 20.17, subsection 10, between a state public 1 24 employer and the state employee organization which 1 25 represents the largest number of state employees, 1 26 providing for salary adjustment for the ensuing fiscal 1 27 year is being negotiated at the time required for 1 28 transmission of the governor's budget, the portion of 1 29 the governor's budget for the ensuing fiscal year 1 30 which provides the details of recommended 1 31 appropriations and a draft appropriation bill for 1 32 adjustment of state employee salaries shall be 1 33 submitted to the general assembly within thirty days 1 34 of the date by which the collective bargaining 1 35 agreement between the state public employer and the 1 36 state employee organization is completed, either 1 37 through agreement or arbitration or prior to the date 1 38 of final adjournment of that legislative session, 1 39 whichever is earlier." 1 40 # . At the meeting in which the 1 48 conference agrees to the revenue estimate for the 1 49 succeeding fiscal year in accordance with the 1 50 provisions of subsection 3, the conference shall also 2 1 agree to a preliminary projection of the amount of the 2 2 appropriation necessary for the succeeding fiscal year 2 3 to fund the medical assistance program under chapter 2 4 249A. This preliminary projection shall be developed 2 5 based upon the state and federal requirements for the 2 6 medical assistance program in effect at the time the 2 7 projection is made unless the members of the revenue 2 8 estimating conference agree to assume different 2 9 requirements for purposes of developing the 2 10 projection. As a preliminary projection, it shall be 2 11 used as the basis for later projections deemed 2 12 necessary by the governor or used by the general 2 13 assembly, which are developed due to revised budget 2 14 assumptions, proposed policy revisions, or other 2 15 adjustments."" 2 16 #3.
