(1) Of the amounts appropriated to the 1 23 insurance division in this subsection not more than 1 24 $100,000 shall be used for continuing the division's 1 25 senior health insurance information program and for 1 26 the purpose of establishing a pilot consumer health 1 27 education and assistance program. 1 28 (2) The purpose of the consumer health education 1 29 and assistance program is to educate and assist health 1 30 care consumers to make more informed health insurance 1 31 and care choices in the marketplace. Both oral and 1 32 written educational assistance relating to health care 1 33 insurance, delivery systems, provider services and 1 34 coverage, billing procedures, and sources of 1 35 information shall be provided by the division. The 1 36 division of insurance may request, and other state 1 37 agencies shall provide, assistance in implementing and 1 38 administering the health care education and assistance 1 39 program. 1 40 (3) The commissioner of insurance shall appoint an 1 41 advisory committee consisting of knowledgeable and 1 42 interested citizens and state and local public 1 43 officials to provide advice and review the program. A 1 44 majority of the members of the advisory committee 1 45 shall be bona fide representatives of consumers. 1 46 (4) The commissioner of insurance shall prepare a 1 47 progress report relating to the activities of the 1 48 program, the report to be submitted to the governor 1 49 and the members of the general assembly not later than 1 50 March 1, 1996. The governor and the legislative 2 1 council may request progress reports from the 2 2 commissioner of insurance as deemed appropriate." 2 3 #10.
