PAG LIN 1 1 Amend Senate File 484 as follows: 1 2 #1. Page 9, by inserting after line 35 the 1 3 following: 1 4 "Sec. . CHILD DAY CARE PROGRAM. 1 5 1. There is appropriated from the general fund of 1 6 the state to the department of general services for 1 7 the fiscal year beginning July 1, 1995, and ending 1 8 June 30, 1996, the following amount or so much thereof 1 9 as is necessary, to be used for the purposes 1 10 designated: 1 11 For planning, design, site acquisition and 1 12 preparation, and other expenditures necessary to 1 13 establish a fee-based child day care program available 1 14 to public employees officed at or near the capitol 1 15 complex: 1 16 .................................................. $ 600,000 1 17 2. Notwithstanding section 8.33, the moneys 1 18 appropriated in this section that remain unencumbered 1 19 and unobligated on June 30 of the fiscal year in which 1 20 the moneys were appropriated, shall not revert to the 1 21 general fund of the state but shall remain available 1 22 for expenditure for the purposes designated during the 1 23 succeeding fiscal year. 1 24 3. The general assembly considers child day care 1 25 to be an important service for employers, employees, 1 26 and their children. Employer-supported child care can 1 27 have a positive impact upon employee morale and 1 28 retention and can positively affect the children who 1 29 are receiving child care services. High quality child 1 30 care is of significant value to employers. It is 1 31 believed that a quality, on-site child care program 1 32 available to the children of state employees will 1 33 provide a model for other employers in this state to 1 34 emulate. 1 35 4. a. The legislative council is requested to 1 36 appoint a capitol complex child day care program 1 37 steering committee to provide direction to the 1 38 department of general services in developing facility 1 39 plans, establishing the facilities, developing 1 40 operation policies, contracting with a vendor to 1 41 operate the program, and other decisions involving 1 42 establishment and operation of the program. The 1 43 steering committee shall utilize the March 1990 1 44 consultant report to the capitol complex ad hoc 1 45 committee on child care, particularly the intermediate 1 46 quality recommendations, in its decision making. 1 47 b. The steering committee membership shall include 1 48 members of the general assembly; representatives of 1 49 the departments of general services, personnel, human 1 50 services, and education; employees officed at the 2 1 capitol complex who purchase child day care services; 2 2 a representative of the state board of regents center 2 3 for early childhood education; a representative of the 2 4 Iowa state university of science and technology early 2 5 childhood education programs; and other persons 2 6 knowledgeable concerning child day care programs. 2 7 5. In consultation with the steering committee, 2 8 the director of the department of general services 2 9 shall retain a consultant to oversee the process of 2 10 developing the program and shall contract with a 2 11 vendor to manage the program. 2 12 6. The program shall be designed to operate with a 2 13 capacity of 150 children and to regularly serve 2 14 infants, toddlers, preschool, school age, and mildly 2 15 ill children." 2 16 #2.
