1 1 Amend Senate File 477 as follows
1 2 #1. By striking page 1, line 1, through page 8,
1 3 line 20, and inserting the following:
1 4 "Sec. . Section 2.46, Code 1995, is amended by
1 5 adding the following new subsection:
1 6 NEW SUBSECTION. 6. OVERSIGHT, AUDIT AND
1 7 GOVERNMENT REFORM. Review and analyze state
1 8 government structure and operations for purposes of
1 9 ensuring an efficient and innovative system of
1 10 government which effectively administers programs and
1 11 carries out its regulatory functions, provides for
1 12 operating with the greatest possible fiscal integrity,
1 13 enhances the government's relationship with its
1 14 citizens, and provides for the greatest possible
1 15 accountability of the government to the public. The
1 16 committee shall conduct a review of state programs and
1 17 rules. The committee shall study all of the
1 18 following:
1 19 a. State government budget practices and
1 20 procedures in order to ensure the accountability of
1 21 state government to the general assembly.
1 22 b. Methods to encourage innovation in state
1 23 government.
1 24 c. Utilization of state government facilities and
1 25 equipment, including purchase, lease-purchase, and
1 26 leasing arrangements.
1 27 d. Performance evaluations and performance-based
1 28 budgeting of state government operations, including
1 29 standards and procedures for the administration of
1 30 programs and regulations.
1 31 The study may include the need to develop
1 32 indicators, including benchmarks, for purposes of
1 33 measuring state government performance.
1 34 Upon request by the committee, the attorney general
1 35 or the state auditor may investigate abuses of
1 36 discretion, malfeasance, or the misappropriation of
1 37 moneys by officers or employees of a unit of state
1 38 government, or pursuant to contracts executed by units
1 39 of state government. Upon request by the committee,
1 40 the state auditor shall review state programs or
1 41 regulations, and perform evaluations, including
1 42 measurement of performance according to indicators,
1 43 such as benchmarks. The attorney general or state
1 44 auditor shall report to the committee the findings and
1 45 any recommendations of an investigation or review."
