1 1 Amend the amendment, S-3436, to House File 553, as
1 2 amended, passed, and reprinted by the House, as
1 3 follows:
1 4 #1. Page 9, line 20, by striking the figure
1 5 "450,000" and inserting the following: "400,000".
1 6 #2. Page 14, by inserting after line 12 the
1 7 following:
1 8 "Sec. . ANIMAL FEEDING OPERATIONS &endash; PILOT
1 9 PROJECTS. There is appropriated from the general fund
1 10 of the state to the division of soil conservation of
1 11 the department of agriculture and land stewardship for
1 12 the fiscal year beginning July 1, 1995, and ending
1 13 June 30, 1996, the following amount, or so much
1 14 thereof as is necessary, to be used for the purposes
1 15 designated:
1 16 For purposes of supporting pilot projects to
1 17 determine the impact of plantings, including fast
1 18 growing trees, surrounding manure storage structures
1 19 which are connected to or part of an animal feeding
1 20 operation, in reducing or redirecting the dispersal of
1 21 odor originating from such structure:
1 22 .................................................. $ 50,000
1 23 The moneys shall be awarded to the owner of an
1 24 animal feeding operation who applies to the division
1 25 according to procedures adopted by the division. The
1 26 division shall provide for an initial application
1 27 period of sixty days in which not more than one person
1 28 from each county may be awarded moneys under this
1 29 section. After the completion of the initial
1 30 application period, any person may be awarded moneys
1 31 under this section, regardless of whether another
1 32 person in the same county has received an award. All
1 33 moneys shall be awarded on a cost-share basis.
1 34 However, a person shall not receive more than $1,500,
1 35 regardless of the number of animal feeding operations
1 36 owned by the person.
1 37 The division shall submit a report containing
1 38 findings and recommendations to the general assembly
1 39 not later than January 10, 1998.
1 40 On August 31 following the close of the fiscal year
1 41 beginning July 1, 1995, and ending June 30, 1996,
1 42 moneys which are not obligated or encumbered on June
1 43 30, 1996, shall be deposited into the organic nutrient
1 44 management fund as created in section 161C.5 for
1 45 purposes of supporting the organic nutrient management
1 46 program."
