  1  1    Amend Senate File 344 as follows:
  1  2    #1.  Page 1, by striking lines 9 through 20 and
  1  3 inserting the following:  "safety services without
  1  4 adopting an ordinance abolishing the public safety
  1  5 department or service and proposing to contract with
  1  6 or grant a franchise to a private person for the
  1  7 performance of the public safety service.
  1  8    Eligible electors of the city may petition the
  1  9 council to submit to the electors the question of
  1 10 adopting the ordinance to abolish the public safety
  1 11 department or service and intent to contract with or
  1 12 grant a franchise to a private person for the
  1 13 performance of the public safety service.  The minimum
  1 14 number of signatures required on the petition shall be
  1 15 equal in number to twenty-five percent of those who
  1 16 voted in the last regular city election."
