1 1 Section 1. Section 483A.7, Code 1995, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 4. The director shall reserve ten
1 4 nonresident wild turkey hunting licenses for allocation as
1 5 approved by a majority of a committee consisting of the
1 6 president of the senate, speaker of the house of
1 7 representatives, and director of the department of economic
1 8 development, or their designees. The purpose of the special
1 9 nonresident licenses is to allow state officials to promote
1 10 the state and its natural resources to nonresident guests and
1 11 dignitaries. The nonresident licenses shall be issued without
1 12 application upon payment of the nonresident wild turkey
1 13 license fee and the wildlife habitat stamp fee and the
1 14 licenses are valid in all zones open to wild turkey hunting.
1 15 The hunter safety and ethics education certification
1 16 requirement pursuant to section 483A.27 is waived for a
1 17 nonresident issued a license pursuant to this subsection.
1 18 Except as otherwise provided in this subsection, the
1 19 nonresident wild turkey hunting licenses are issued subject to
1 20 all other provisions of the laws and rules pertaining to the
1 21 taking of wild turkey.
1 22 Sec. 2. Section 483A.8, Code 1995, is amended by adding
1 23 the following new subsection:

1 26 by a majority of a committee consisting of the president of
1 27 the senate, speaker of the house of representatives, and
1 28 director of the department of the economic development, or
1 29 their designees. The purpose of the special nonresident
1 30 licenses is to allow state officials to promote the state and
1 31 its natural resources to nonresident guests and dignitaries.
1 32 The nonresident licenses shall be issued without application
1 33 upon payment of the nonresident deer hunting license fee and
1 34 the wildlife habitat stamp fee and the licenses are valid in
1 35 all zones open to deer hunting. The hunter safety and ethics
2 1 education certification requirement pursuant to section
2 2 483A.27 is waived for a nonresident issued a license pursuant
2 3 to this subsection. Except as otherwise provided in this
2 4 subsection, the nonresident wild turkey hunting licenses are
2 5 issued subject to all other provisions of the laws and rules
2 6 pertaining to the taking of wild turkey.
2 7 EXPLANATION
2 8 This bill provides that the director of the department of
2 9 natural resources reserve 10 nonresident wild turkey hunting
2 10 licenses and 10 nonresident deer hunting licenses to be
2 11 allocated by a committee to foreign guests and dignitaries
2 12 visiting Iowa. The committee consists of the president of the
2 13 senate, speaker of the house of representatives, and director
2 14 of the department of economic development, or their designees.
2 15 The purpose of the reserved licenses is to allow state
2 16 officials to promote this state and its natural resources
2 17 through a hunting experience.
2 18 The licenses are to be issued without application, upon
2 19 payment of the nonresident license fee and the wildlife
2 20 habitat stamp fee and the licenses are valid in all zones open
2 21 to hunting. The hunter safety and ethics certification
2 22 requirements are waived for these licenses. Except as
2 23 otherwise provided in the subsections, the special licenses
2 24 issued are subject to all other provisions of the laws and
2 25 rules pertaining to the taking of wild turkey or deer.
