PAG LIN 1 1 Section 1. There is appropriated from the general fund of 1 2 the state to the department of education for the fiscal year 1 3 beginning July 1, 1996, and ending June 30, 1997, the 1 4 following amount, or so much thereof as may be necessary, to 1 5 be used for the purpose designated: 1 6 DIVISION OF LIBRARIES AND INFORMATION SERVICES 1 7 For purposes of developing and implementing a reading-for- 1 8 rewards grant program to establish summer reading programs for 1 9 at-risk children pursuant to section 256.57: 1 10 .................................................. $ 1,000,000 1 11 Sec. 2. NEW SECTION. 256.57 READING-FOR-REWARDS GRANT 1 12 PROGRAM. 1 13 1. If the general assembly appropriates moneys for the 1 14 establishment of reading-for-rewards programs, the division of 1 15 libraries and information services shall establish a reading- 1 16 for-rewards grant program, and develop criteria for the 1 17 formation of reading-for-rewards consortia, resources to 1 18 assist the consortia, guidelines and a process for selecting 1 19 consortia grant recipients, and a waiver process, in 1 20 consultation with the department of education, by which the 1 21 state librarian may waive the matching funds requirement if a 1 22 community's economic condition otherwise prohibits 1 23 participation in the program. 1 24 2. To be eligible for a reading-for-rewards grant, a 1 25 reading-for-rewards consortium shall consist of a partnership 1 26 between one or more libraries and schools, and membership in 1 27 the consortium may include, but is not limited to, business, 1 28 labor, community, and charitable organizations. 1 29 3. To receive approval for a reading-for-rewards grant, a 1 30 consortium shall submit to the division a plan that includes, 1 31 but is not limited to, the following provisions: 1 32 a. Children identified as at-risk by the participating 1 33 school, who are entering grades three through seven, are 1 34 eligible to participate in the program. 1 35 b. Books available in the participating elementary or 2 1 middle school library are acceptable for use within the 2 2 program. Other books may be approved by a librarian at the 2 3 participating library. 2 4 c. Involvement of volunteers, who will discuss one-on-one 2 5 with each child each book the child reads under the program. 2 6 d. At the end of the five-week summer program, a 2 7 graduation day shall be held during which each participating 2 8 child will receive two dollars, or an equivalent 2 9 consideration, for each book read. 2 10 e. Substantiation that the consortium will provide 2 11 matching funds of fifty percent of the cost of the program. 2 12 The matching funds requirement may be met by substituting in- 2 13 kind services, based on the value of the services, for actual 2 14 dollars. 2 15 4. Not more than ten percent of the funds appropriated by 2 16 the general assembly shall be used for administrative purposes 2 17 by the division. 2 18 5. The division shall annually report to the general 2 19 assembly regarding the success of the reading-for-rewards 2 20 grant program. 2 21 6. Notwithstanding section 8.33, unencumbered or 2 22 unobligated funds remaining on June 30 of the fiscal year for 2 23 which the funds were appropriated shall not revert but shall 2 24 be available for expenditure for the following fiscal year for 2 25 the purposes of this section. 2 26 EXPLANATION 2 27 This bill provides for the establishment of the reading- 2 28 for-rewards grant program and appropriates $1,000,000 to the 2 29 division of libraries and information services, through the 2 30 department of education, for the implementation of the program 2 31 for the 1996-1997 fiscal year. 2 32 The division of libraries and information services shall 2 33 develop criteria for the formation of reading-for-rewards 2 34 consortia, resources to assist consortia, guidelines and a 2 35 process for selecting grant recipients, and, in consultation 3 1 with the department of education, a waiver process by which 3 2 the state librarian may waive the matching funds requirement 3 3 if a community's economic condition otherwise prohibits 3 4 participation in the program. 3 5 To be eligible for a grant, a reading-for-rewards 3 6 consortium shall consist of a partnership between one or more 3 7 libraries and schools, and membership in the consortium may 3 8 include, but is not limited to, business, labor, community, 3 9 and charitable organizations. 3 10 To receive approval for a grant, a consortium shall submit 3 11 to the division a plan that includes, but is not limited to, 3 12 the following provisions: 3 13 1. The enlistment of volunteers, who will discuss one-on- 3 21 one with each child each book the child reads under the 3 22 program. 3 23 4. At the end of the five-week summer program, the 3 24 consortium shall hold a graduation day during which each 3 25 participating child will receive two dollars cash, or its 3 26 equivalent, for each book read. 3 27 5. The consortium must provide evidence of the 3 28 availability of matching funds of 50 percent of the cost of 3 29 the program. The matching funds requirement may be met by 3 30 substituting in-kind services, based on the value of the 3 31 services, for actual dollars. 3 32 The division shall use not more than 10 percent of the 3 33 funds appropriated for administrative purposes, and shall 3 34 report annually to the general assembly on the success of the 3 35 reading-for-rewards grant program. Funds appropriated for the 4 1 program shall not revert to the general fund of the state but 4 2 shall be available for the program in the following fiscal 4 3 year. 4 4 LSB 3445HC 76 4 5 kh/cf/24
