1 1 Section 1. All proceedings taken by the board of
1 2 supervisors of Mahaska county regarding the issuance and
1 3 approval of general obligation bonds for the construction and
1 4 maintenance of a new jail facility are hereby legalized and
1 5 constitute a valid and binding issuance of general obligation
1 6 bonds.
1 7 Sec. 2. EFFECTIVE AND APPLICABILITY DATES. This Act,
1 8 being deemed of immediate importance, takes effect upon
1 9 enactment and applies retroactively to July 1, 1994.
1 10 EXPLANATION
1 11 This bill legalizes a bond issuance election in Mahaska
1 12 county to raise $3 million for the construction and
1 13 maintenance of a new jail facility by curing a mistake by the
1 14 Mahaska county board of supervisors. The board approved and
1 15 submitted to the voters a one cent local option sales tax
1 16 issue, which was approved by the voters of Mahaska county
1 17 instead of the bond issue.
