  1  1    Section 1.  Section 43.2, unnumbered paragraph 1, Code
  1  2 1995, is amended to read as follows:
  1  3    The term "political party" shall mean a party which, at the
  1  4 last preceding general election, cast for its candidate for
  1  5 president of the United States or for governor, as the case
  1  6 may be any statewide office, at least two percent of the total
  1  7 vote cast for all candidates for that office at that election.
  1  8 It shall be the responsibility of the state commissioner to
  1  9 determine whether any organization claiming to be a political
  1 10 party qualifies as such under the foregoing definition.  
  1 11                           EXPLANATION
  1 12    This bill defines "political party" as a party which casts
  1 13 for its candidate for any statewide office at the last
  1 14 preceding general election at least 2 percent of the total
  1 15 vote cast for that office.
