1 1 Section 1. There is appropriated from the general fund of
1 2 the state to the department of education for the fiscal year
1 3 beginning July 1, 1995, and ending June 30, 1996, the
1 4 following amount, or so much thereof as may be necessary, to
1 5 be used for the purpose designated:
1 6 1. SCHOOL-TO-WORK PLANNING
1 7 For planning and monitoring the development of school-to-
1 8 work programs and for not more than the following full-time
1 9 equivalent position:

1 12 2. From the moneys appropriated in this section,
1 13 $1,300,000 shall be allocated to the regional vocational
1 14 education planning boards for developing, strengthening and
1 15 supporting school-to-work program efforts pursuant to section
1 16 258.16A, and the funds appropriated in this paragraph shall be
1 17 allocated as follows:

2 28 3. The allocations to regional vocational education
2 29 planning boards under subsection 2 are allocations to area
2 30 vocational consortia established under 1991 Iowa Acts, chapter
2 31 267, section 216, where applicable.
2 32 4. Notwithstanding section 8.33, unencumbered or
2 33 unobligated funds remaining on June 30, 1996, shall not revert
2 34 but shall be available for expenditure for the following
2 35 fiscal year for the purposes of this section.
3 1 Sec. 2. Section 258.16, Code 1995, is amended by adding
3 2 the following new subsection:
3 3 NEW SUBSECTION. 2A. Pursuant to 1991 Iowa Acts, chapter
3 4 267, section 216, community colleges, school districts, and
3 5 area education agencies may establish by mutual agreement area
3 6 vocational consortia to perform the duties prescribed by law
3 7 to regional vocational education planning boards. References
3 8 to regional vocational education planning boards apply to area
3 9 vocational consortia.
3 10 Sec. 3. NEW SECTION. 258.16A SCHOOL-TO-WORK PROGRAMS.
3 11 1. In addition to the duties contained in section 258.16,
3 12 the regional vocational education planning boards shall
3 13 develop school-to-work programs. In developing school-to-work
3 14 programs, the boards shall identify appropriate skill classes
3 15 necessary to meet the identified employer needs within the
3 16 merged area; assess current curricular offerings available at
3 17 all education levels; determine the equipment and materials
3 18 necessary for productive school-to-work programs; make
3 19 recommendations for on-going continuing education programs for
3 20 staff members participating in school-to-work programs; and
3 21 establish an on-going coordinating council, representative of
3 22 all stakeholders in a comprehensive school-to-work program
3 23 within each merged area.
3 24 2. The area education agency in which the regional
3 25 vocational education planning board is located shall provide
3 26 coordination and support services to assist the planning board
3 27 in developing school-to-work programs.
3 28 3. The department of education shall direct and monitor
3 29 the progress of each planning board in developing school-to-
3 30 work programs. By January 15, 1998, the department shall
3 31 submit to the general assembly the findings and
3 32 recommendations of the planning boards, along with the
3 33 department's recommendations for specific programs and for
3 34 appropriate funding levels to implement and sustain the
3 35 recommended programs.
4 1 4. Not later than August 1, for the school year beginning
4 2 the preceding July 1, the board of directors of a school
4 3 district or authorities in charge of a nonpublic school or
4 4 board of directors of a community college may annually file a
4 5 written request with the department of education that the
4 6 department waive rules relating to vocational education that
4 7 have been adopted by the state board since the enactment of
4 8 1989 Iowa Acts, chapter 278. A request for a waiver filed by
4 9 the board of directors of a school district or authorities in
4 10 charge of a nonpublic school or board of directors of a
4 11 community college shall describe actions being taken by the
4 12 district, school, or community college to meet the requirement
4 13 for which the district or school has requested a waiver.
4 14 EXPLANATION
4 15 This bill appropriates $1.5 million to the department of
4 16 education to support efforts to develop school-to-work
4 17 programs in public and nonpublic schools and community
4 18 colleges. A portion of the appropriation would be used by the
4 19 department to direct and monitor the progress of this effort
4 20 and to hire an administrator to direct and implement the
4 21 effort in cooperation with an administrator for the community
4 22 colleges. The remaining funds, $1.3 million, are allocated to
4 23 the 15 regional vocational education planning boards, located
4 24 in each merged area, for developing, strengthening, and
4 25 supporting school-to-work program efforts.
4 26 In developing school-to-work programs, the boards shall
4 27 identify appropriate skill classes necessary to meet the
4 28 identified employer needs within the merged area; assess
4 29 current curricular offerings available at all education
4 30 levels; determine the equipment and materials necessary for
4 31 productive school-to-work programs; make recommendations for

5 2 The area education agency in which the regional vocational

5 13 The bill states that a regional vocational education
5 14 planning board also means an area vocational consortia that
5 15 may have been established under 1991 Iowa Acts, chapter 267,
5 16 section 216, to replace the regional vocational education
5 17 planning board.
5 18 The board of directors of a school district or authorities
5 19 in charge of a nonpublic school or board of directors of a
5 20 community college may annually file a written request with the
5 21 department of education that the department waive rules
5 22 relating to vocational education that have been adopted by the
5 23 state board of education since the enactment of 1989 Iowa
5 24 Acts, chapter 278. The request shall describe actions being
5 25 taken by the district, school, or community college to meet
5 26 the requirement for which the district or school has requested
