  1  1    Section 1.  Section 257.8, subsection 1, Code 1995, is
  1  2 amended to read as follows:
  1  3    1.  STATE PERCENT OF GROWTH.  The state percent of growth
  1  4 for a budget year shall be established by statute which shall
  1  5 be enacted within thirty days of the submission in the base
  1  6 year of the governor's budget under section 8.21.  The
  1  7 establishment of the state percent of growth for a budget year
  1  8 shall be the only subject matter of the bill which enacts the
  1  9 state percent of growth for a budget year.  Notwithstanding
  1 10 the requirements of this subsection, the state percent of
  1 11 growth for each of the budget years beginning July 1, 1996,
  1 12 and July 1, 1997, is three percent.  
  1 13                           EXPLANATION
  1 14    This bill enacts 3 percent as the state percent of growth
  1 15 under the state school foundation formula for the school
  1 16 budget years beginning July 1, 1996, and July 1, 1997.  It
  1 17 also eliminates the language that requires the general
  1 18 assembly to enact the state percent of growth for the next
  1 19 school year within 30 days of the submission of the governor's
  1 20 budget to the general assembly.
