1 2 BY (PROPOSED COMMITTEE ON TECHNOLOGY RESOLUTION
1 3 BY CHAIRPERSON BRUNKHORST)
1 4 A House Resolution relating to the negotiations between the
1 5 Iowa Telecommunications and Technology Commission and
1 6 qualified vendors under the request for proposals for
1 7 Part III of the Iowa communications network.
1 8 WHEREAS, the Commission has identified the low bids
1 9 submitted on a site-by-site basis and on a merged-area
1 10 basis; and
1 11 WHEREAS, the Commission intends to issue a notice
1 12 of intent to award to the low site-by-site bidders and
1 13 low merged-area bidders and begin negotiations for
1 14 establishing the final terms of a proposed agreement;
1 15 NOW THEREFORE,
1 16 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
1 17 That the Iowa Telecommunications and Technology
1 18 Commission is requested to negotiate any agreement
1 19 related to the completion of Part III subject to an
1 20 understanding that the total amount to be appropriated
1 21 toward the completion of Part III over the next 10
1 22 fiscal years is intended to be $75 million beginning
1 23 with the fiscal year which commences July 1, 1995,
1 24 with $10 million of that amount to be appropriated in
1 25 each of the first five years and $5 million of that
1 26 amount to be appropriated in the five following years.
1 27 BE IT FURTHER RESOLVED, That the Iowa
1 28 Telecommunications and Technology Commission is
1 29 requested to negotiate any agreement related to the
1 30 completion of Part III giving priority in completing
2 1 such connections in descending order to the following:
2 2 1. Providing a fiber optic connection to area
2 3 education agencies.
2 4 2. Providing a single video classroom connection
2 5 to each school district.
2 6 3. Providing a single video classroom connection
2 7 to each accredited nonpublic school.
2 8 4. Providing a fiber optic high-speed data
2 9 connection to school district locations which are not
2 10 provided a video classroom.
2 11 5. Providing a fiber optic high-speed data
2 12 connection to school district administration
2 13 buildings, if such buildings are not provided a
2 14 connection under a different priority group.
2 15 6. Providing a fiber optic high-speed data
2 16 connection to public libraries.
2 17 7. Providing a fiber optic high-speed data
2 18 connection to accredited nonpublic schools'
2 19 administration buildings, if such buildings are not
2 20 provided a connection under a different priority
2 21 group.
2 22 BE IT FURTHER RESOLVED, That the Chief Clerk of the
2 23 House send copies of this Resolution to the members of
2 24 the Iowa Telecommunications and Technology Commission
2 25 and the Executive Director of the Commission.
