1 1 Section 1. Section 18.115, subsection 5, Code 1995, is
1 2 amended to read as follows:
1 3 5. Of all new passenger vehicles and light pickup trucks
1 4 purchased by the state vehicle dispatcher, a minimum of ten
1 5 percent by July 1, 1994, a minimum of twenty percent by July
1 6 1, 1995, a minimum of forty percent by July 1, 1996, a minimum
1 7 of sixty percent by July 1, 1997, and a minimum of seventy-
1 8 five percent by July 1, 1998, of all such vehicles and trucks
1 9 purchased shall be equipped with engines which utilize
1 10 alternative methods of propulsion including but not limited to
1 11 any of the following:
1 12 a. A flexible fuel, which is any of the following:
1 13 (1) A fuel blended with not more than fifteen percent
1 14 gasoline and at least eighty-five percent ethanol.
1 15 (2) A fuel which is a mixture of diesel fuel and processed
1 16 soybean oil. At least twenty percent of the mixed fuel by
1 17 volume must be processed soybean oil.
1 18 (3) A renewable fuel approved by the office of renewable
1 19 fuels and coproducts pursuant to section 159A.2.
1 20 b. Compressed or liquefied natural gas.
1 21 c. Propane gas.
1 22 d. Solar energy.
1 23 e. Electricity.
1 24 The provisions of this subsection do not apply to vehicles
1 25 and trucks purchased and directly used for law enforcement or
1 26 off-road maintenance work.
1 27 It is the intent of the general assembly that the members
1 28 of the midwest energy compact promote the development and
1 29 purchase of motor vehicles equipped with engines which utilize
1 30 alternative methods of propulsion.
1 31 EXPLANATION
1 32 This bill requires the state vehicle dispatcher to purchase
1 33 a minimum percentage of all new passenger vehicles and light
1 34 pickup trucks that are equipped with engines which utilize
1 35 alternative methods of propulsion including flexible fuel,
2 1 compressed or liquefied natural gas, propane gas, solar
2 2 energy, or electricity. The percentages of new vehicle
2 3 purchases which must be met in this bill are as follows: a
2 4 minimum of 20 percent by July 1, 1995, a minimum of 40 percent
2 5 by July 1, 1996, a minimum of 60 percent by July 1, 1997, and
2 6 a minimum of 75 percent by July 1, 1998. Current law requires
2 7 a minimum of 10 percent of all vehicles purchased to be
2 8 equipped to use alternative fuels.
2 9 BACKGROUND STATEMENT
2 10 SUBMITTED BY THE AGENCY
2 11 Existing law requires increased use of alternative fueled
2 12 vehicles as a part of the state fleet. Requirements to
2 13 purchase minimum percentages of such vehicles are already part
2 14 of federal law as well. To date, the state vehicle dispatcher
2 15 has satisfied this requirement by purchasing flexible fuel
2 16 vehicles equipped to run on up to 85 percent ethanol. An 85
2 17 percent ethanol blend of fuel is also available to service the
2 18 fleet. The federal law requires a schedule of purchasing
2 19 additional vehicles to meet a 75 percent of fleet goal by the
2 20 year 2000 model year in state fiscal year 1999. The
2 21 governor's ethanol coalition has set a commitment of obtaining
2 22 5,700 vehicles in 19 states which would place attainment of
2 23 the goal at fiscal year 1998. The proposed bill calls for
2 24 satisfying this somewhat more ambitious goal which will ensure
2 25 that Iowa complies with federal law as well.
