1 1 Section 1. NEW SECTION. 70A.26 DISASTER SERVICE
1 2 VOLUNTEER LEAVE.
1 3 An employee of a state agency who is a certified disaster
1 4 service volunteer of the American red cross may be granted
1 5 leave with pay from work for not more than fifteen working
1 6 days in any twelve-month period to participate in disaster
1 7 relief services for the American red cross at the request of
1 8 the American red cross for the services of that employee and
1 9 upon the approval of the employee's agency without loss of
1 10 seniority, pay, vacation time, personal days, sick leave,
1 11 insurance and health coverage benefits, or earned overtime
1 12 accumulation. The agency shall compensate an employee granted
1 13 leave under this section at the employee's regular rate of pay
1 14 for those regular work hours during which the employee is
1 15 absent from work. Leave under this section shall be granted
1 16 only for services relating to a disaster in the state of Iowa.
1 17 EXPLANATION
1 18 This bill provides that an employee of a public body may be
1 19 granted leave to participate in disaster services of the
1 20 American red cross if the employee is a certified disaster
1 21 service volunteer and the agency agrees to a request by the
1 22 American red cross for the services of the employee. The
1 23 agency employing the individual may grant up to 15 days of
1 24 leave at full pay without affecting the employee's seniority,
1 25 pay, vacation time, personal days, sick leave, insurance and
1 26 health coverage benefits, or earned overtime compensation.
1 27 The employee may provide disaster services only within the
1 28 state of Iowa.
