1 1 Section 1. There is appropriated from those funds
1 2 designated within the energy conservation trust created in
1 3 section 473.11, for disbursement pursuant to section 473.11,
1 4 to the following named agencies for the fiscal biennium
1 5 beginning July 1, 1995, and ending June 30, 1997, the
1 6 following amounts, or so much thereof as is necessary, to be
1 7 used for the purposes designated:
1 8 1. To the division of community action agencies of the
1 9 department of human rights for qualifying energy conservation
1 10 programs for low-income persons, including but not limited to
1 11 energy weatherization projects, which target the highest
1 12 energy users, and including administrative costs, to be
1 13 expended first from the available balances in the Warner/
1 14 Imperial, the office of hearings and appeals second-stage
1 15 settlement (OHA), Amoco, and Exxon funds and then the Stripper
1 16 Well fund for a total appropriation not to exceed:
1 17 a. From the Warner/Imperial, the office of hearings and
1 18 appeals second-stage settlement (OHA), Amoco, and Exxon funds:
1 19 1995-96 FY ....................................... $ 500,000
1 20 1996-97 FY ....................................... $ 0
1 21 b. From the Stripper Well fund:
1 22 1995-96 FY ....................................... $ 500,000
1 23 1996-97 FY ....................................... $ 0
1 24 2. To the department of natural resources for the
1 25 following purposes:
1 26 a. For the state energy conservation program from the
1 27 Exxon fund:
1 28 1995-96 FY ....................................... $ 160,000
1 29 1996-97 FY ....................................... $ 0
1 30 b. For administration of petroleum overcharge programs
1 31 from the Stripper Well fund, not to exceed the following
1 32 amount:
1 33 1995-96 FY ....................................... $ 300,000
1 34 1996-97 FY ....................................... $ 300,000
1 35 Notwithstanding section 8.33, the unencumbered or
2 1 unobligated moneys remaining at the end of any fiscal year
2 2 from the appropriations made in subsections 1 and 2 shall not
2 3 revert but shall be available for expenditure during
2 4 subsequent fiscal years until expended for the purposes for
2 5 which originally appropriated.
2 6 EXPLANATION
2 7 The bill provides for the appropriation from oil overcharge
2 8 funds for the 1995-96 fiscal year and 1996-97 fiscal year to
2 9 the departments of human rights and natural resources for
2 10 energy conservation programs.
