1 1 Section 1. REQUEST FOR PROPOSALS FOR SALE OF IOWA
1 2 COMMUNICATIONS NETWORK. The Iowa telecommunications and
1 3 technology commission established in section 8D.3 shall
1 4 develop and issue for response a request for proposals for the
1 5 sale of the Iowa communications network. The request for
1 6 proposals shall provide for the lease by the state of
1 7 sufficient capacity on the network for the continued use of
1 8 the network by public and private agencies as provided in
1 9 chapter 8D. The commission shall submit the proposed request
1 10 for proposals to the general assembly for review and approval
1 11 prior to the release of the request for proposals. The
1 12 proposal shall be referred to the senate committee on
1 13 communications and information policy and the house of
1 14 representatives committee on technology for review and
1 15 recommendation to each committee's respective chamber.
1 16 Approval for the release of the request for proposals shall be
1 17 pursuant to a concurrent resolution to be approved by both
1 18 houses of the general assembly during the 1995 regular session
1 19 of the general assembly.
1 20 The commission shall deliver a written report and all
1 21 proposals submitted in response to the request for proposals
1 22 for the sale of the network to the general assembly no later
1 23 than January 1, 1997. The commission shall not enter into any
1 24 agreement related to the proposals without prior authorization
1 25 by a constitutional majority of each house of the general
1 26 assembly and approval by the governor as provided in section
1 27 8D.3.
1 28 EXPLANATION
1 29 This bill directs the Iowa telecommunications and
1 30 technology commission established in section 8D.3 to develop
1 31 and issue for response a request for proposals for the sale of
1 32 the Iowa communications network. The request for proposals
1 33 shall provide for the lease by the state of sufficient
1 34 capacity on the network for the continued use of the network
1 35 by public and private agencies as provided in chapter 8D. The
2 1 request for proposals must be approved by the general assembly
2 2 prior to its release. The commission is directed to deliver a
2 3 written report and all proposals submitted in response to the
2 4 request for proposals to the general assembly no later than
2 5 January 1, 1997, and is prohibited from entering into any
2 6 agreement related to a proposal without prior authorization by
2 7 a constitutional majority of each house of the general
2 8 assembly and approval by the governor.
