1 1 Section 1. NEW SECTION. 72.1A PRIVATIZATION CONTRACTS –
1 2 APPROVAL BY GENERAL ASSEMBLY.
1 3 Officers empowered to expend, or direct the expenditure of,
1 4 public moneys of the state shall not enter into any contract
1 5 which contemplates an expenditure of moneys in excess of one
1 6 hundred thousand dollars during any fiscal year without the
1 7 prior approval of the general assembly for the following
1 8 purposes:
1 9 1. To transfer the performance of services provided by the
1 10 state using state employees as of the end of the previous
1 11 fiscal year to an independent contractor or employees other
1 12 than state employees.
1 13 2. To provide new state services using an independent
1 14 contractor or employees other than state employees.
1 15 EXPLANATION
1 16 This bill provides that the state shall not enter into any
1 17 contract in excess of $100,000 for the privatization of new
1 18 services or services previously performed by state employees
1 19 without the prior approval of the general assembly.
