1 1 Section 1. DEPARTMENTAL STUDY. The director of the
1 2 department of education shall appoint a task force to study
1 3 driver education and instruction. Members of the task force
1 4 shall include, but are not limited to, staff from the
1 5 departments of education and transportation; representatives
1 6 from law enforcement agencies; a representative from the
1 7 governor's traffic safety bureau; driver education,
1 8 motorcycle, and motorized bicycle instructors for public,
1 9 private, and commercial schools, including area education
1 10 agencies and community colleges; coordinators of driver
1 11 education and school administrators of public, nonpublic, and
1 12 commercial schools; parents, including parents of children
1 13 receiving private instruction under chapter 299A; students;
1 14 and representatives from Iowa's accredited postsecondary
1 15 institutions, including representatives involved in teacher
1 16 preparation programs. The study shall include, but is not
1 17 limited to, the following: (1) the age at which persons
1 18 should be licensed to operate motor vehicles; (2) the age and
1 19 other requirements for school permits under section 321.194;
1 20 (3) the qualifications of instructors, the time at which
1 21 instruction should begin, and the methodology used for the
1 22 driver education instruction of persons under the age of
1 23 eighteen; (4) the role area education agencies and community
1 24 colleges should have in driver education; (5) an examination
1 25 of the endorsement requirements for a driver education
1 26 instructor, focusing on a means of increasing the number of
1 27 instructors; (6) an analysis of section 321.189, and a
1 28 determination of whether and how driver education should
1 29 coalesce with motorized bicycle and motorcycle rider
1 30 education; (7) the role of privatization in driver education;
1 31 and (8) an examination into the components of competent driver
1 32 education instruction. The department shall submit a report
1 33 of the findings and recommendations of the task force to the
1 34 general assembly by December 1, 1996.
