PAG LIN 1 1 Section 1. Section 260C.14, Code 1995, is amended by adding 1 2 the following new subsection: 1 3 NEW SUBSECTION. 21. Annually submit by August 15, on 1 4 forms designed by the department of education in consultation 1 5 with the community colleges, the following information, which 1 6 shall include but is not limited to, the following: 1 7 a. The number of full-time and part-time students enrolled 1 8 in each program offered by the community college, listed by 1 9 program. 1 10 b. The number of and any appropriate demographic 1 11 information, including salaries of full-time and part-time 1 12 staff, relating to the faculty, administration, and support 1 13 personnel employed at each community college. 1 14 c. The full-time equivalent total of persons employed as 1 15 identified in paragraph "b". 1 16 d. Tuition charges, fees, and other costs payable to the 1 17 community college by a student. 1 18 e. The types of degrees granted by the community college 1 19 and the number of students receiving degrees. 1 20 f. Revenues and expenditures from state financial aid, 1 21 federal funds, tax levies, projects authorized under chapters 1 22 260E and 260F, tuition, bonds, other local sources, foundation 1 23 sources, and donations and gifts that may be accepted by the 1 24 governing board of a community college. 1 25 g. An inventory of buildings and facilities owned and 1 26 leased by the community college, and any related operation and 1 27 maintenance costs. 1 28 h. Infrastructure plans, which shall include, but are not 1 29 limited to, the amounts expended in the current fiscal year on 1 30 renovation and construction, and any future plans and 1 31 projected costs for expansion. 1 32 The department of education may withhold from a community 1 33 college any state financial assistance appropriated to the 1 34 department for allocation to the community college if the 1 35 community college fails to substantially meet the requirements 2 1 of this subsection. 2 2 Sec. 2. LEGISLATIVE STUDY. 2 3 1. There is created a legislative task force to study the 2 4 need for the community colleges to operate effectively and 2 5 efficiently as a state system, while recognizing the strong 2 6 local character of community colleges. The study shall 2 7 include, but is not limited to, a review of the governance 2 8 system of the community colleges; ongoing collaboration among 2 9 the community colleges; changes necessary to enhance the 2 10 accountability of community colleges; the relationship between 2 11 community colleges and local school districts; the 2 12 relationship between community colleges, the department of 2 13 education, and the state board of education; and the 2 14 relationship between community colleges and other accredited 2 15 postsecondary institutions in Iowa. 2 16 2. Membership on the task force shall consist of the 2 17 following: 2 18 a. Three voting members from the senate to be appointed by 2 19 the president of the senate in consultation with the minority 2 20 leader. 2 21 b. Three voting members from the house of representatives 2 22 to be appointed by the speaker of the house in consultation 2 23 with the minority leader. 2 24 c. Three voting members to be chosen by legislative 2 25 members on the task force. 2 26 d. The director of the department of education, who shall 2 27 serve as a nonvoting, ex officio member. 2 28 The chairperson and vice chairperson of the task force 2 29 shall be chosen from among the voting nonlegislative members 2 30 by a majority vote of the legislative members. Members of the 2 31 task force are entitled to receive per diem pursuant to 2 32 sections 2.10 and 7E.6. 2 33 3. From the moneys appropriated in section 2.12, not more 2 34 than $90,000 for the fiscal year beginning July 1, 1996, and 2 35 ending June 30, 1997, shall be allocated to the task force 3 1 created in subsection 1 for purposes of the payment of 3 2 services of a professional facilitator to assist the task 3 3 force, or for the task force to contract for an independent 3 4 study of the issues identified in subsection 1. 3 5 4. The task force shall submit its findings and 3 6 recommendations to the general assembly by December 1, 1996. 3 7 EXPLANATION 3 8 This bill requires the boards of directors of the community 3 9 colleges to provide certain specified information annually to 3 10 the department of education and creates a legislative task 3 11 force to study the need for the community colleges to operate 3 12 effectively and efficiently as a state system, while 3 13 recognizing the strong local character of community colleges. 3 14 Community colleges shall submit the following required 3 15 information on forms designed by the department of education 3 16 in consultation with the community colleges: the number of 3 17 full-time and part-time students enrolled in each program 3 18 offered by the community college; the types of degrees granted 3 19 and the number of students receiving degrees; the number of 3 20 and any appropriate demographic information, including 3 21 salaries of full-time and part-time staff, relating to the 3 22 faculty, administration, and support personnel employed at 3 23 each community college; tuition charges, fees, and other costs 3 24 payable to the community college by a student; revenues and 3 25 expenditures from all sources; an inventory of buildings and 3 26 facilities owned and leased by the community college, and any 3 27 related operation and maintenance costs; and infrastructure 3 28 plans. 3 29 The bill grants authority to the department of education to 3 30 withhold from a community college any state financial 3 31 assistance appropriated to the department for allocation to 3 32 the community college if the community college fails to 3 33 substantially meet the information requirements. 3 34 The bill creates a legislative task force to study the need 3 35 for the community colleges to operate effectively and 4 1 efficiently as a state system, while recognizing the strong 4 2 local character of community colleges. Under the bill, the 4 3 legislative task force study shall include, but is not limited 4 4 to, a review of the governance system of the community 4 5 colleges; changes to enhance the accountability of community 4 6 colleges; ongoing collaboration among the community colleges; 4 7 the relationship between community colleges and local school 4 8 districts; the relationship between community colleges, the 4 9 department of education, and the state board of education; and 4 10 the relationship between community colleges and other 4 11 accredited postsecondary institutions in Iowa. 4 12 Membership on the task force shall consist of three voting 4 13 members from the senate to be appointed by the president of 4 14 the senate in consultation with the minority leader, three 4 15 voting members from the house of representatives to be 4 16 appointed by the speaker of the house in consultation with the 4 17 minority leader, and three voting members to be chosen by 4 18 legislative members on the task force. The director of the 4 19 department of education shall serve as a nonvoting, ex officio 4 20 member. 4 21 From the moneys appropriated for legislative expenses, the 4 22 bill allocates not more than $90,000 for the 1996-1997 fiscal 4 23 year to the task force for the payment of services of a 4 24 professional facilitator to assist the task force, or for the 4 25 task force to contract for an independent study of the issues 4 26 identified in the bill. 4 27 The task force shall submit its findings and 4 28 recommendations to the general assembly by December 1, 1996. 4 29 LSB 3041HV 76 4 30 kh/jj/8.1
