PAG LIN 1 1 Section 1. NEW SECTION. 7E.8 SERVICES TO CHILDREN AND 1 2 FAMILIES &endash; STATE AGENCIES &endash; DIRECTIVE. 1 3 The directors of state agencies which provide services to 1 4 children and families, including but not limited to the 1 5 department of human services, the Iowa department of public 1 6 health, the department of education, the department of 1 7 economic development, the department of employment services, 1 8 and the department of human rights, shall form a work group to 1 9 internally coordinate and to increase collaboration regarding 1 10 policies and programs which focus on children and families. 1 11 The work group shall develop a joint strategic plan to reduce 1 12 regulation, to eliminate duplication, and to develop a system 1 13 for evaluation of existing and future programs and activities 1 14 relating to children and families. The work group shall 1 15 submit a comprehensive report to the general assembly 1 16 detailing the progress in meeting the directive, initially, 1 17 prior to the end of the 1996 Session of the general assembly 1 18 and, annually, thereafter, on or before December 1. 1 19 Sec.2. NEW SECTION. 135.106A IOWA HEALTHY FAMILY PROGRAM 1 20 FUND &endash; APPROPRIATION. 1 21 An Iowa healthy family program fund is created in the 1 22 office of the treasurer of state under the control of the Iowa 1 23 department of public health. There is appropriated annually 1 24 from the general fund of the state to the Iowa healthy family 1 25 program fund, three million two hundred thousand dollars to be 1 26 used by the Iowa department of public health to expand 1 27 statewide the Iowa healthy families program established in 1 28 section 135.106. 1 29 EXPLANATION 1 30 This bill includes provisions relating to services to 1 31 children and families. The bill directs state agencies which 1 32 are involved in providing services to children and families to 1 33 form a work group to internally coordinate and to increase 1 34 collaboration regarding policies and programs which focus on 1 35 children and families. The work group is directed to develop 2 1 a strategic plan to reduce regulation, eliminate duplication, 2 2 and to develop a system for evaluation of existing and future 2 3 programs and activities relating to children and families. 2 4 The work group is to submit a progress report to the general 2 5 assembly, initially prior to the completion of the 1996 2 6 Session and annually, thereafter on or before December 1. 2 7 The bill also directs the general assembly to appropriate 2 8 up to $3,200,000 annually beginning in state fiscal year 1996- 2 9 1997 to expand the Iowa healthy families program statewide. 2 10 The bill establishes an Iowa healthy family program fund in 2 11 the office of the treasurer of state under the control of the 2 12 Iowa department of public health. Moneys are appropriated 2 13 annually from the general fund to the program fund to be used 2 14 by the Iowa department of public health to expand the program 2 15 statewide. 2 16 LSB 4177HH 76 2 17 pf/jw/5.1
