  1  1    Section 1.  Section 321.384, subsection 1, Code 1995, is
  1  2 amended to read as follows:
  1  3    1.  Every A motor vehicle operated upon a highway within
  1  4 the this state, shall display lighted headlamps as provided in
  1  5 section 321.415 at any time from sunset to sunrise, at any
  1  6 time when the windshield wipers are in operation, and at such
  1  7 other times when conditions such as fog, snow, sleet, or rain
  1  8 provide insufficient lighting to render clearly discernible
  1  9 persons and vehicles on the highway at a distance of five
  1 10 hundred feet ahead, shall display lighted head lamps as
  1 11 provided in section 321.415, subject to exceptions with
  1 12 respect to parked vehicles as hereinafter stated.  
  1 13                           EXPLANATION
  1 14    This bill requires that a motor vehicle must display
  1 15 lighted headlights at any time when the vehicle's windshield
  1 16 wipers are in operation.  A violation of this provision
  1 17 carries a scheduled fine of $20.
