  1  1    Section 1.  Section 321.438, subsection 2, Code 1995, is
  1  2 amended to read as follows:
  1  3    2.  A person shall not operate on the highway a motor
  1  4 vehicle equipped with a front windshield, a side window to the
  1  5 immediate right or left of the driver, or a side-wing forward
  1  6 of and to the left or right of the driver or a front side
  1  7 window to the right or left of the driver which is excessively
  1  8 dark or reflective so that it is difficult for a person
  1  9 outside the motor vehicle to see into the motor vehicle
  1 10 through the windshield, window, or sidewing or front side
  1 11 window.  The department shall adopt rules establishing a
  1 12 minimum measurable standard of transparency which shall apply
  1 13 to violations of this subsection.  The level of light
  1 14 transmittance allowed under this section shall not be less
  1 15 than thirty-five percent.  
  1 16                           EXPLANATION
  1 17    This bill requires that the windshield and front side
  1 18 windows of a motor vehicle have at least a minimum level of
  1 19 light transmittance of not less than 35 percent.  A violation
  1 20 of this section is punishable by a scheduled fine of $15.
