PAG LIN 1 1 Section 1. REBUILD IOWA INFRASTRUCTURE FUND. On or after 1 2 July 1, 1995, the department of management shall estimate the 1 3 amount of funds that would be credited to the Iowa economic 1 4 emergency fund from the ending balance of the general fund of 1 5 the state at the close of the fiscal year beginning July 1, 1 6 1994, following the appropriation to the cash reserve fund and 1 7 payment of the items in the schedule submitted in the 1 8 governor's budget for the fiscal year beginning July 1, 1995, 1 9 pursuant to the provisions of section 8.57. If funds are 1 10 estimated to be available to be credited to the Iowa economic 1 11 emergency fund, the department shall credit not more than 1 12 $50,000,000 of the ending balance to the rebuild Iowa 1 13 infrastructure fund and the amount to be credited to the Iowa 1 14 economic emergency fund made pursuant to section 8.57, 1 15 subsection 2, is reduced accordingly. The credit to the 1 16 infrastructure fund shall be made at the time the estimate is 1 17 made under this section. If the amount credited to the 1 18 infrastructure fund pursuant to this section is less than 1 19 $50,000,000 but the amount of the shortfall is available at 1 20 the time the credit to the Iowa economic emergency fund is to 1 21 be made, the shortfall amount shall be credited to the 1 22 infrastructure fund and any remaining moneys shall be credited 1 23 to the Iowa economic emergency fund. 1 24 Sec. 2. Of the moneys appropriated to the state board of 1 25 regents and allocated to Iowa state university of science and 1 26 technology for the agricultural experiment station for the 1 27 fiscal year beginning July 1, 1995, and ending June 30, 1996, 1 28 in 1995 Iowa Acts, Senate File 266, if enacted by the general 1 29 assembly, $100,000 shall be expended to support a beginning 1 30 farmer center as provided in section 266.39E. 1 31 Sec. 3. 1995 Iowa Acts, Senate File 266, section 1, 1 32 subsection 11, unnumbered paragraph 2, if enacted, is amended 1 33 to read as follows: 1 34 Of the funds appropriated in this subsection, for the 1 35 fiscal year beginning July 1, 1995, and ending June 30, 1996, 2 1 $50,000shallmay be expended for purposes of employing an 2 2 individual to administer and direct the careeropportunities2 3 pathways program. The individual employed shall possess a 2 4 background in business and secondary and postsecondary 2 5 education. 2 6 Sec. 4. 1995 Iowa Acts, House File 579, section 12, if 2 7 enacted by the General Assembly, is amended to read as 2 8 follows: 2 9 SEC. 12. GENERAL FUND SALARY MONEYS. Funds appropriated 2 10 from the general fund of the state in this Act relate only to 2 11 salaries supported from general fund appropriations of the 2 12 state except for employees of the state board of regents. It 2 13 is the intent of the general assembly that the department of 2 14 management and the legislative fiscal bureau in conjunction 2 15 with the state agency affected by this sectiontoshall 2 16 prepare recommendations concerning the application of this 2 17 section and present them to the general assembly not later 2 18 than February 1, 1996. 2 19 Sec. 5. Notwithstanding the number of full-time equivalent 2 20 positions authorized for the department of education for 2 21 general administration in 1995 Iowa Acts, Senate File 266, if 2 22 enacted by the general assembly, the department shall be 2 23 authorized 94.95 FTEs for general administration for the 2 24 fiscal year beginning July 1, 1995, and ending June 30, 1996. 2 25 The additional 1.0 FTE shall be funded from moneys transferred 2 26 in 1995 Iowa Acts, Senate File 266 to the department of 2 27 education from additional funds transferred from phase 1 to 2 28 phase III for development of a K-12 and community college 2 29 management information system. The provision in 1995 Iowa 2 30 Acts, Senate File 266, requiring the department of education 2 31 to devote one full-time equivalent position under general 2 32 administration to direct and administer the management 2 33 information system, is void. 2 34 Sec. 6. EFFECTIVE DATE. This Act, being deemed of 2 35 immediate importance, takes effect upon enactment. 3 1 HF 584 3 2 jp/pk/25
