1 1 Section 1. AT-RISK CHILDREN. For the fiscal year
1 2 beginning July 1, 1995, and ending June 30, 1996, the
1 3 appropriation made to the department of education pursuant to
1 4 section 279.51, subsection 1, shall be increased by
1 5 $2,500,000. The moneys appropriated in this section shall be
1 6 allocated to the child development coordinating council as
1 7 provided in section 279.51, subsection 1, paragraph "b", for
1 8 purposes of section 279.51, subsection 2, paragraph "b",
1 9 subparagraph (1). However, the moneys appropriated under this
1 10 subsection shall be used only for programs established for
1 11 four-year-old at-risk children.
1 12 Sec. 2. CONTINGENT APPROPRIATION. If the actual taxable
1 13 valuation of real property located in this state, based upon
1 14 January 1, 1994, assessments, which valuation is used in the
1 15 computation of property taxes payable in the fiscal year
1 16 beginning July 1, 1995, increases from the estimate of such
1 17 taxable valuation, the amount of the reduction in state
1 18 foundation aid under section 257.1 as a result of the increase
1 19 in taxable valuation shall be used to fund section 1 of this
1 20 Act.
1 21 Sec. 3. CONTINGENT EFFECTIVE DATE. Section 1 of this Act
1 22 takes effect upon the enactment of section 2.
1 23 EXPLANATION
1 24 This bill makes a contingent appropriation of $2.5 million
1 25 to the department of education and allocates the funds to the
1 26 child development coordinating council for purposes of
1 27 providing grants to programs established for four-year-old at-
1 28 risk children. The appropriation is contingent on the
1 29 realization of projections that the state will pay less in
1 30 school aid during fiscal year 1996 because of the increase in
1 31 taxable property valuations over initial estimates.
