PAG LIN 1 1 Section 1. Section 294A.3, unnumbered paragraph 2, Code 1 2 1995, is amended to read as follows: 1 3 If moneys are appropriated by the general assembly to the 1 4 fund for distribution under this chapter the moneys shall be 1 5 allocated by the department so that the allocations of moneys 1 6 forphases I andphase II are made prior to the allocation of 1 7 moneys for phase III. 1 8 Sec. 2. Section 294A.5, Code 1995, is amended to read as 1 9 follows: 1 10 294A.5 MINIMUM SALARYSUPPLEMENT. 1 11 1.For the school year beginning July 1, 1987 and1 12succeeding school years, theThe minimum annual salary paid to 1 13 a full-time teacher as regular compensation shall be eighteen 1 14 thousand dollars. 1 15For the school year beginning July 1, 1987 for phase I,1 16each school district and area education agency shall certify1 17to the department of education by the third Friday in1 18September the names of all teachers employed by the district1 19or area education agency whose regular compensation is less1 20than eighteen thousand dollars per year for that year and the1 21amounts needed as minimum salary supplements. The minimum1 22salary supplement for each eligible teacher is the total of1 23the difference between eighteen thousand dollars and the1 24teacher's regular compensation plus the amount required to pay1 25the employer's share of the federal social security and Iowa1 26public employees' retirement system, or a pension and annuity1 27retirement system established under chapter 294, payments on1 28the additional salary moneys.1 29 2. Theboard of directors shall report theminimum annual 1 30 salaries of teachers employed on less than a full-time 1 31 equivalent basis, and the amount of minimum salary supplement1 32 shall be prorated based on the amount paid to a full-time 1 33 teacher as regular compensation as provided in subsection 1. 1 34 Sec. 3. Section 294A.23, Code 1995, is amended to read as 1 35 follows: 2 1 294A.23 MULTIPLE SALARY PAYMENTS. 2 2 The salary increases that may be granted to a teacher under 2 3 phase III are in addition to any salary increases granted to a 2 4 teacher underphase I orphase II. 2 5 Sec. 4. Section 294A.25, subsections 3, 6, and 7, Code 2 6 1995, are amended to read as follows: 2 7 3. The amount of ninety-four thousand six hundred dollars 2 8 to be paid to the state board of regents for distribution to 2 9 licensed classroom teachers at the Iowa braille and sight 2 10 saving school and the Iowa school for the deaf forpayments of2 11minimum salary supplements for phase I andpayments for phase 2 12 II based upon the average yearly enrollment at each school as 2 13 determined by the state board of regents. 2 14 6. For the fiscal year beginning July 1,19901995, and 2 15 succeeding fiscal years, the remainder of moneys appropriated 2 16 in subsection 1 to the department of education shall be 2 17 deposited in the educational excellence fund to be allocated 2 18in an amount to meet the minimum salary requirements of this2 19chapter for phase I,in an amount to meet the requirements for 2 20 phase II, and the remainder of the appropriation for phase 2 21 III. 2 22 7. Commencing with the fiscal year beginning July 1,19932 23 1995, the amount of fifty thousand dollars for geography 2 24 alliance, seventy thousand dollars for gifted and talented, 2 25 and one hundred eighty thousand dollars for a management 2 26 information system fromadditional funds transferred from2 27 phaseI to phase IIIII funds. 2 28 Sec. 5. REPEAL. Sections 294A.6 and 294A.10, Code 1995, 2 29 are repealed. 2 30 Sec. 6. IMPLEMENTATION OF ACT. Section 25B.2, subsection 2 31 3, shall not apply to this Act. 2 32 EXPLANATION 2 33 This bill eliminates funding for phase I of the educational 2 34 excellence fund, but retains the requirement that the minimum 2 35 annual salary paid to a full-time teacher as regular 3 1 compensation shall be $18,000. The minimum salaries of 3 2 teachers employed on less than a full-time equivalent basis 3 3 shall be prorated on the amount paid to a full-time teacher as 3 4 regular compensation as provided in subsection 1. Moneys 3 5 currently appropriated for phase I are, under the bill, 3 6 included in phase II to improve teachers' salaries. 3 7 This bill may include a state mandate as defined in section 3 8 25B.3. 3 9 LSB 2442YH 76 3 10 kh/jw/5
